This position will coordinate, administer, and support grant management and related activities in the Violence Prevention Programs Unit (VPPU). The VPPU includes the Human Trafficking Prevention and Response Program and the Sexual Violence Prevention Program. The position will be responsible for meeting the unit’s goals and objectives through implementing grants and contracts (state, federal, and private), including management of requests for proposals, application review, award contracting, invoicing, monitoring, and ensuring grantee compliance with funding source requirements in coordination with the VPPU supervisor, program directors, and staff. The role also includes understanding, updating, and implementing policies and procedures related to grant and contract management within the VPPU, Injury & Violence Prevention Section, Injury Prevention and Mental Health Division (IPMH), Minnesota Department of Health (MDH), and the state enterprise. The position will monitor VPPU compliance with grant awards from state, federal, and private sources in coordination with program directors and staff. Primary Responsibilities Oversee programmatic monitoring for VPPU grant and contract programs, including Safe Harbor, labor trafficking services, and sexual violence prevention subawards under the federal Rape Prevention and Education (RPE) program. Manage and monitor administrative and financial aspects of various grant programs and contracts, including those established by M.S. 145.4716 (Safe Harbor for Sexually Exploited Youth), M.S. 144.385 (labor trafficking services), and subawards under federal RPE and other federal and private awards. Initiate, build, and sustain community partnerships and community development initiatives to increase access to services for survivors of human trafficking and sexual violence, and promote health‑equity‑informed prevention initiatives in coordination with all VPPU programming and partners. Telework Policy Eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Applicants residing outside this area must relocate to Minnesota within 30 days of the start date. Minimum Qualifications Two (2) years of experience administering grants, contracts, or public programs, including Requests for Proposals (RFPs), application review, award administration, contract management, monitoring, invoicing, or compliance. Experience coordinating projects or programs involving multiple internal and external stakeholders, including planning, implementation, monitoring, and problem‑solving. Experience interpreting and applying policies, procedures, regulations, or funding requirements to ensure program or grant compliance. Experience providing technical assistance, consultation, or training to stakeholders, grantees, contractors, or partner organizations. A related master’s degree may substitute for eighteen (18) months of experience; bachelor’s degree may substitute for twelve (12) months; and associate’s degree may substitute for six (6) months. Minimum Qualifications to be Assessed at Interview Demonstrated ability to build and maintain collaborative relationships with diverse stakeholders while navigating differing priorities and perspectives. Demonstrated ability to communicate effectively, both verbally and in writing, including presenting complex information and providing consultation or technical assistance to a variety of audiences. Demonstrated ability to analyze information, exercise sound judgment, and solve complex problems while adapting to changing priorities and organizational needs. Demonstrated ability to organize and prioritize multiple competing projects while working independently and ensuring accuracy, attention to detail, and compliance with established requirements. Preferred Qualifications Experience managing state and/or federal grant programs, including monitoring, RFPs, contract management, invoicing, and compliance. Experience working in public health, violence prevention, victim services, behavioral health, or other human services programs. Experience building and maintaining collaborative partnerships with Tribal Nations, community‑based organizations, governmental agencies, healthcare organizations, or other diverse stakeholders. Experience developing and delivering technical assistance, training, or presentations to grantees, partners, or professional audiences. Experience interpreting and applying state and federal laws, regulations, or policies related to grant administration, public health, or human services programs. Additional Requirements Must be able to meet travel requirements; a driver’s license is not required, but travel is essential. Must pass a successful background check and employment reference checks.
