Job Description and Duties

Under the direction of the IT Supervisor II, the incumbent serves as a developer/technical specialist to support and maintain the Caltrans application portfolio. Responsibilities include analysis, design, development, testing, implementation, maintenance, defect resolution, application enhancement, monitoring, and operational support. The incumbent develops interfaces between systems, configures web applications, develops reports, and other technical outputs. The incumbent will design, develop, configure, and customize integrations between platforms such as Salesforce, ServiceNow, SimpliGov, and other low-code platforms, as well as internal systems using REST APIs. The incumbent will develop, customize, support, and maintain web applications using Apex, Visualforce, Java, and other relevant programming languages. The incumbent participates in system analysis, development, and documentation of new system design specifications, processes, and procedures that align with Caltrans application development standards and best practices. Participate and contribute to project planning, status reports, technical oversight, procurement management, quality, and scope management. The incumbent must understand and apply information engineering, data and process models, web-based technologies, and agile software development methodologies. Participates in special IT projects as required. In-depth knowledge of the Software Development Life Cycle (SDLC), Change and Release Management, and Operations and Maintenance is required. Provides technical training and mentors junior staff.

Working Conditions

Position located at 1500 5th Street, Sacramento, Sacramento County.

Multiple positions may be filled from this recruitment.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

If not working remotely, the employee will work in a climate-controlled office under artificial lighting using a personal computer. The employee may be required to work for extended periods of time in a computer room that maintains an approximate temperature of 70 degrees.

The employee may be required to travel. When available, a State vehicle will be provided. Possession of a valid driver’s license is required when operating a State owned or leased vehicle. If the employee utilizes their own personal vehicle, they may be reimbursed for travel expenses.

Some weekend or after-hours work may be required. The employee must carry a cell phone and respond to calls after hours.

The Statement of Qualifications (SOQ) serves as documentation of each applicant's ability to present information clearly and concisely in writing. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience designing, developing, testing, deploying, and maintaining applications with modern languages and frameworks (.NET, Java, etc.).
• Strong understanding of application architecture, system integration, and performance optimization in enterprise environments.
• Experience developing and customizing low-code applications (e.g., Salesforce) to automate workflows.
• Familiarity with structured IT practices: Incident, Request Fulfillment, Change, Release, and Problem Management.
• Knowledge of secure coding practices and ability to address security vulnerabilities.
• Skill in identifying, documenting, and resolving defects during the software development lifecycle.
• Analytical skills to assess business requirements, evaluate scope changes, and provide technical recommendations.
• Ability to produce clear technical deliverables, participate in peer reviews, and ensure compliance with standards.
• Willingness and ability to quickly learn new tools and technologies.
• Ability to work independently and collaboratively in a dynamic IT environment.
• Experience working with infrastructure, information security, and project management teams.
• Ability to rapidly prototype and deploy scalable low-code solutions integrated with enterprise systems and GenAI capabilities.
