Senior Transmission Contracts & Interconnection Advisor

Transmission Contracts & Services Consultant or Advisor Arizona Public Service (APS) is looking for a Transmission Contracts & Services Consultant or Advisor to provide expertise in the analysis, evaluation, development, negotiation, and drafting of complex transmission, interconnection, and facility‑use agreements. The consultant/advisor will lead negotiations with customers, utilities, and external stakeholders, represent APS in interactions, and lead contract implementation, cross‑functional coordination, and project execution related to transmission and interconnected facilities. Qualifications BS/BA in business, economics, mathematics, or engineering plus five (5) years of utility experience with substantial contract and/or transmission system knowledge, or nine (9) years of experience without a degree. BS/BA in business, economics, mathematics, or engineering plus eight (8) years of utility experience with substantial contract and/or transmission system knowledge, or twelve (12) years of experience without a degree. Advanced degree (e.g., JD) may be substituted for two (2) years of experience. Preferred Special Skills, Knowledge or Qualifications Expert knowledge of APS transmission and distribution system interconnections. Knowledge of other utilities’ transmission systems, rates, and tariff provisions. Broad familiarity of FERC regulatory requirements and APS jurisdictional agreements. In‑depth experience negotiating and developing transmission, interconnection, and operating facility contracts. Strong organization, project management, communication, and negotiation skills. Analytical abilities to perform regulatory analysis and contract development, with the ability to act independently. Major Accountabilities Manage the development and execution of regulatory contracts in collaboration with internal stakeholders to support APS’s corporate strategy. Draft, negotiate, execute, and manage all major transmission interconnection agreements and other related agreements (participation agreements, joint operations, maintenance and replacement agreements, transmission service agreements). Draft, negotiate, execute, and manage all generator interconnection queue applications and corresponding contracts, both conforming and non‑conforming; publish results of interconnection studies and conduct scoping and study result meetings with customers. Maintain accurate interconnection data in APS’s internal databases and systems. Ensure regulatory compliance and requirements are met regarding filing deadlines, regulatory reporting, and adherence to APS OATT timelines. Manage, engage, and communicate with external customers and other utilities as co‑owners of joint participant facilities, lead contract drafting, negotiation, amendments, and financial allocation confirmations, while working within Committee structures. Interface and resolve project issues within APS, executive management, and customers to meet project requirements. Effectively manage time and coordinate with internal APS business units to meet required deadlines. Establish working relationships with utilities, ISOs, and industry representatives in key markets. Support regulatory and legal departments to ensure contract compliance and manage special complex projects as assigned.
