Job Title Systems Analyst V Agency Health & Human Services Commission (HHSC) Department Area Agencies Aging (OAAA) Location Austin, TX (701 W 51ST ST) Posting Details Posting Number: 18910 | Closing Date: 07/27/2026 | Shift: Day | Telework Eligible | Travel up to 10% Salary $5,797.66 - $7,652.91 per month General Description Under the supervision of the Data and Reporting Manager, the Systems Analyst V performs highly advanced (senior level) systems analysis, including planning, designing, configuring, automating, and deploying new or enhanced systems for the Office of Area Agencies on Aging (OAAA). The role involves analyzing requirements, automating manual processes, providing technical guidance, data analysis, and ensuring ongoing optimization of systems. This position leads projects with multiple workstreams across multiple programs to ensure project success during the development, planning, and implementation stages. It includes leading, coordinating and conducting User Acceptance Testing to ensure critical system requirements are met. The analyst evaluates and implements data management tools, develops and maintains technical documentation, prepares flowcharts, diagrams, and reports to guide analysis and decision-making, and consults with agency leadership on technology strategies and emerging applications, recommending system modifications or policy updates to improve business processes. The position works under minimal supervision, with extensive latitude for initiative, independent judgment and may oversee the work of other staff. Essential Job Functions

• 35%) Project Management and Coordination: Leads, plans, organizes, coordinates, and monitors projects and IT initiatives from initiation through completion, ensuring deliverables, timelines, risks, and stakeholder expectations are effectively managed. Maintains organized project documentation, process improvement records, meeting records, action items, and project artifacts. Determines the scope, purpose, timeline and expected outcomes of assignments. Acts as a liaison to HHSC IT to ensure resources are aligned with department priorities. Facilitates collaboration and communication across operational teams, leadership, policy staff, vendors, and other stakeholders. Identifies potential project risks and designs strategies to mitigate or avoid them. Represents OAAA at meetings with vendors, work groups, conferences, or other events.
• 25%) Systems Support: Supports the implementation of a cloud-based Software as a Service (SaaS) solution and assumes responsibility for ongoing system maintenance in coordination with HHSC IT, OAAA subject matter experts, the SaaS vendor, and other programs involved. Develops functional design specifications to meet requirements and solve complex operational problems. Leads User Acceptance Testing efforts, including generating test data, writing test scripts, executing test sequences, and diagnosing errors. Applies current software development and testing methodologies to ensure quality, security, and maintainability of applications. Provides oversight of SaaS solutions to ensure they serve and/or improve business processes and that the design and implementation comply with HHSC and state IT standards.
• 20%) Data & Reporting: Oversees the development and implementation of databases, data collection systems, and other strategies to optimize statistical efficiency and quality. Ensures data integrity by identifying, establishing, and updating data quality metrics, and recommends and implements improvements to data quality to meet state and federal reporting requirements. Compiles, queries, and loads data using SQL or SAS and other query languages into databases from a variety of source formats to support complex analyses. Collaborates with leadership to review data, identify trends, and highlight areas for improvement. Analyzes and reports on data to guide decision-making and evaluate project outcomes. Coordinates with subject matter experts to ensure accuracy of reporting tools, workflows, and reporting procedures. Maintains security protocols for sensitive or confidential data.
• 15%) Technical Assistance: Provides guidance, direction, training, and technical assistance to OAAA staff and Area Agencies on Aging relating to reporting tools and system workflows. Assists management with developing policies, procedures, standards, and manuals. Develops policy, procedures, training, communication plans, performance measures, quality assurance tools as needed and requested. Provides guidance and direction to other areas needing technical expertise for SaaS solutions.
• 5%) Other duties: Performs other duties as assigned, including but not limited to actively participating in or serving in a supporting role to meet the agency’s obligations. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge, Skills, and Abilities Knowledge of relational databases. Knowledge of the principles, practices and techniques of database and application design, development, and structure. Knowledge of database management tools. Knowledge of the System Development Life Cycle, specifically Agile software development lifecycle. Knowledge of, and experience with, technical solutions and development for planning, reporting, analysis, and implementation. Knowledge of data quality and integrity processes. Knowledge of and experience with SQL, SAS, Visual Basis Application, and other query languages. Knowledge of and experience with reporting and visualization tools. Knowledge of data extracting, organizing, quality checking and managing datasets. Knowledge of project management practices. Skill in researching and troubleshooting data issues and solving complex problems. Skill in facilitating system requirements gathering sessions. Skill in reporting methodologies, math, and designing statistical reports and charts/graphs. Skill in using MS Office suite. Skill in working with both technical and non-technical staff on projects to accomplish project goals. Skill in influencing, soft negotiation, and problem resolution. Skill in managing IT projects. Ability to analyze systems, procedures, and problems to develop solutions. Ability to coordinate, develop, schedule, test, install, and implement systems enhancements and troubleshoot computer systems. Ability to work on concurrent tasks while effectively prioritizing and coordinating work assignments. Ability to establish and maintain effective business relationships with multiple business units and IT technical stakeholders at all organizational levels, including agency management, direct supervisors, co-workers, internal and external customers. Ability to oversee and/or supervise the work of others. Ability to exercise sound judgment in making critical decisions. Ability to present information to a variety of audiences and to communicate both verbally and in writing in a clear and concise manner. Ability to work occasional overtime and/or a flexible schedule as needed to meet required deadlines. Initial Selection Criteria Graduation from an accredited four-year college or university with major coursework in management information systems, computer science, computer information systems, math, or a related field. Experience and education may be substituted for one another, up to four years. At least two (2) years of experience using Agile methodologies. At least two (2) years of experience with project management, change management, or strategic technology planning. At least two (2) years of experience composing business/software requirements, business process modelling, test plans, writing test scripts, executing tests, or testing configurations. At least two (2) years of experience writing or editing SQL or SAS queries.
