Housing and Community Renewal Specialist 1 (NY HELPS)

Duties Description Under the general direction of the Program Director, the HCR Specialist Trainee 1 (Project Manager) will support OCR by completing routine daily activities of the Access to Home, RESTORE, and Mobile & Manufactured Home Replacement Programs and other related programs, ensuring compliance with agency and state rules and regulations. Understand and articulate program rules and regulations. Provide technical assistance to program grantees. Review program-related applications and reports; assist with grant administration correspondence. Process program-related payment requests and contracts. Track and monitor project portfolio through funding, development, and compliance phases. Draft memos, correspondence, reports, manuals, presentations, or other written materials as needed. Attend, participate, conduct presentations, and assist with preparation for meetings, conferences, webinars, and workshops. Maintain database records and support reporting using SHARS, SharePoint, and Excel. Perform routine office activities such as answering phone calls, copying, filing, data entry, handling incoming and outgoing e‑mail, and mail. Occasional travel required. Qualifications Minimum Qualifications (NY HELPS Program) Six years of experience analyzing data related to the development and implementation of policies associated with the various housing programs; providing guidance to the public including builders, sponsors, community organizations, local officials, landlords and tenants; or performing inspections or monitoring housing projects. Associate degree may substitute for two years of experience; bachelor’s degree may substitute for four years of experience; master’s degree may substitute for five years; and a doctorate may substitute for six years. Competitive Minimum Qualifications Must be reachable on the New York State Civil Service eligible list. Transfer Qualifications One year of permanent or contingent permanent service in an eligible title for transfer; see Civil Service GOT‑IT for transferable titles. 55b/C Qualifications Candidates must meet the open competitive minimum qualifications for this position; submit a 55B/C letter.
