Job Description

This is skilled and semi-skilled work performed in the fabrication, erection, maintenance and repair of electrically operated traffic signal heads, controllers, foundations, conduits, poles and so on. The nature of the work requires considerable strength and agility. Assignments are typically received verbally or through written work orders and are supplemented by plans or diagrams. All work is subject to inspection in progress and upon completion by supervisory personnel. The nature of the work may require employees to work emergency situations at odd hours and to be scheduled for emergency calls during non-working hours. An employee in this class is distinguished from a Traffic Signal Repair Worker I by the former ability to perform more skilled work and the ability to supervise semi-skilled or unskilled workers. When assigned to the City of Syracuse Department of Public Works, employees in this class lead and participate in a variety of tasks involving the fabrication, erection, and maintenance of traffic signs, as well as the painting of road markings. Employees typically perform traffic sign fabrication, erection, and maintenance, along with line painting. Traffic signal installation, maintenance, and repair are not typically performed by this classification, except in emergency situations where highway safety is at risk. Performs related work as required.

Typical Work Activities

• Leads and participates in excavation and installation work for traffic signal foundations and associated conduits, ground rods, related traffic signs, special devices and so on.
• Performs bench testing and maintenance on electrical, electromechanical and electronic signal control equipment including wireless radio transmitters and receivers.
• Leads and participates in the installation, troubleshooting and maintenance of a variety of traffic signal or related communications equipment and devices ranging from poles and guide wires to fiber-optic equipment and modems.
• Performs emergency traffic signal work without supervision.
• Reads and interprets simple plans, manuals and diagrams.
• Performs board level repairs of electronic devices
• Programming of traffic and surveillance computer equipment
• Assists senior personnel to learn more complicated traffic signal repair techniques.
• May perform maintenance and repairs on security cameras utilized by a variety of departments.
• May perform tasks associated with traffic signal work, which involve applications of welding, carpentry or masonry.
• May operate tools utilized in traffic signal work such as concrete saws and related hand or powered tools.
• May operate motor equipment in performance of work of assigned agency.
• May engage in construction work and heavy digging using picks, shovels, compressors and jackhammers.
• May assist senior personnel in maintaining inventory of traffic signal parts.
• May record routine and emergency work on daily worksheets and/or electronic media.
• May perform maintenance or repair work upon equipment or tools used in the work.
• Coordinates with Dig Safe NY to identify and mark underground utilities

Knowledge, Skills, and Abilities

• Good knowledge of methods, materials and tools used in the installation, maintenance and repair of traffic signals and related traffic control devices.
• Working knowledge of the occupational hazards and safety precautions of the work.
• Working knowledge of the Manual of Uniform Traffic Control Devices relating to traffic signals and related traffic control devices.
• Mechanical aptitude.
• Skill in the manipulation and care of tools used in the work.
• Ability to supervise the work of others.
• Ability to apply basic principles of electricity, electronics and mechanics to installation, maintenance and repair of electrically operated traffic signals.
• Ability to read and understand detailed schematics of electronic power supplies, timing circuits, interface modules, vehicle detection devices and so on
• Ability to work independently or with a helper.
• Ability to operate motor, powered and manual equipment.
• Ability to follow oral and written instructions.
• Ability to perform work safely for benefit of co-workers, the motoring public and passers-by.
• Physical condition commensurate with the demands of the position.

Minimum Qualifications

• A) Two (2) years of work experience, or its part-time equivalent, in the installation, maintenance and repair of traffic signals and their ancillary control devices; or,
• B) Two (2) years of work experience, or its part-time equivalent, in the maintenance and repair of commercial electronic equipment; or,
• C) Graduation from a regionally accredited or New York State registered college or university with an associates degree in electronic technology or a closely related field.

Special Necessary Requirement

• When required to operate motor vehicles, employees must possess a valid non-CDL or CDL with appropriate endorsements as required by the New York State Department of Motor Vehicles for the class of vehicle(s) being operated. Eligibility for and continued possession of the license is required for employment.

• When required to operate an excavator, possession of Excavator Certification is required in accordance with New York State General Business Law. Certification must be obtained during the probationary period. Training will commence upon appointment. Eligibility for and continued possession of the license is required for employment

Anyone promoted to this position must undergo a trial period of no less than 30 workdays but not to exceed 90 workdays to ensure that such employee meets the minimum requirement of the position.
