Join Our Team Devis is seeking a Senior Business Intelligence Analyst to join a small Agile team supporting a U.S. Department of State program in Washington, DC. The team operates, maintains, and enhances an enterprise financial planning, project management, and monitoring application built on Microsoft Dynamics 365 and the Power Platform and used by roughly 400 people. You would be the person who turns what those users need into requirements the developers can build, confirms it works before it ships, and keeps the team's sprints running. About This Role This is a contingent-upon-award Senior Business Intelligence Analyst role with Scrum Master duties. You will gather and document requirements from government stakeholders, write user stories, plan and run testing, lead user acceptance testing, and maintain the SOPs, user guides, and training materials that go with each release. You will also serve as the primary Scrum Master for the development team, running Sprint Planning, Daily Stand-ups, Sprint Reviews, and Retrospectives and coordinating with the IT Project Manager on priorities and schedule. The application runs in the Department's Microsoft 365 cloud environment and links to a Power BI reporting module backed by a SQL database, so familiarity with that stack helps, but the core of the job is requirements, testing, and Agile facilitation.

What You'll Do
Run the Team's Agile Process

• Serve as the primary Scrum Master for the development team
• Lead Sprint Planning, Daily Stand-ups, Sprint Reviews, and Retrospectives throughout the development lifecycle
• Coordinate with the IT Project Manager on sprint priorities, schedule, and release timing
• Maintain a prioritized backlog with the government product owner so the team always knows what comes next

Own the Requirements

• Work with government stakeholders to gather and document business requirements, process flows, and system enhancement requests
• Translate business needs into clear, testable requirements and user stories
• Coordinate with developers and stakeholders so requirements are implemented as written and open questions are resolved quickly
• Maintain the change request log (enhancement requests, bug fixes, and other system changes, with request date, description, and status) and present it at weekly status meetings with the government

Test and Validate

• Build test plans and write and execute test cases and test scripts for each enhancement release
• Log defects in the team's tracking tool and follow them through to resolution
• Lead user acceptance testing with government stakeholders and confirm each solution meets the business need before release
• Support the QA team in test planning and validation activities

Document and Train

• Prepare and maintain functional documentation, reports, and training materials, including SOPs, training decks, and user guides
• Deliver virtual user training sessions, typically quarterly, using screen-sharing demonstrations of the application
• Contribute to the Monthly Status Report and weekly stakeholder briefings

Support Data Quality

• Help develop and carry out processes that improve and maintain data quality across the platform so reporting is consistent and accurate
• Write requirements and test cases for data integrations between the application and other Department systems

What We're Looking For
Required Qualifications
Education & Experience

• Bachelor's degree or higher in statistics, computer science, mathematics, or a related field
• At least 3 years of experience as a Business Analyst or in a related role
• Hands-on experience with software or system testing (functional, regression, or UAT)
• Experience working in Agile or Scrum teams

Security Clearance

• Active Secret security clearance issued by DCSA, in place before work begins

Technical Skills

• Experience writing and executing test cases and test scripts, and documenting defects and issues in a tracking tool
• Ability to gather, analyze, and document requirements
• Proficiency with Microsoft Word, Excel, PowerPoint, and Visio
• Experience supporting QA teams in test planning and validation activities

Communication & Collaboration

• Strong written and verbal communication skills; you will brief government stakeholders every week
• Comfort working directly with government product owners, developers, and end users to resolve questions and reach agreement

Preferred Qualifications

• Experience with Microsoft Dynamics 365 or Power Platform model-driven applications
• Experience with Power BI or a similar reporting tool
• Scrum Master certification (CSM, PSM, or equivalent)
• Experience with Azure DevOps, Jira, or a similar backlog and defect tracking tool
• Working knowledge of SQL for data validation and reporting queries
• Prior work with the Department of State or another federal agency

Performance Expectations
Success in this role means:

• Scrum ceremonies run on schedule and the development team starts every sprint with a clear, prioritized backlog
• Requirements and user stories are complete and testable before development starts, and enhancements are implemented as written
• Enhancements clear testing and user acceptance before release, and defects are logged and tracked to closure
• The change request log is current at every weekly status meeting, and SOPs, user guides, and training materials keep pace with releases
• Written deliverables meet the government's formats and are accepted within its review cycle

Special Requirements

• Must hold an active Secret security clearance issued by DCSA before performance begins; U.S. citizenship is required to hold a clearance
• Must sign a nondisclosure agreement and comply with Department of State regulations for the protection of sensitive information
• Must be available during the Department's core hours of 9:00 a.m. to 3:00 p.m. Eastern, Monday through Friday
• Must be available for occasional after-hours on-call support, approved in advance, typically when enhancements are pushed to production
• Remote work within the continental United States is available under a Department telework agreement (Form DS-4230); there is no minimum on-site requirement, and some in-person work at the Washington, DC site may be requested
• Candidates should be prepared to provide a resume that lists degree (field, institution, and year), clearance (date granted and issuing agency), and employment history by month and year with employer and title for each position, for submission to the government
