As an Communications Specialist , you will develop communication strategies that inform the FOD workforce and specialize in crafting communication plans and products. Learn more about this agency Duties Help Responsible for technically proficient and strategic communications. Responsible for the development of agency workforce communications and engagement that aligns with the United States Citizenship Immigration Services (USCIS) mission. Provide technical expertise with internal communication strategy development, planning, and execution within Field Operations Directorate (FOD). Ensure that messaging of communication campaigns to promote the agency's mission and services, with targeted messaging based on workforce segments including agency leadership, is planned and executed on key agency priorities. Manage and develop the clearance of materials associated with key communication campaigns by advocating for and coordinating material development. Responsible for partnering with key managers across FOD regions, other program offices, and directorates to develop priority workforce communications. Provide recommendations on potential internal communications solutions to ensure FOD is accurately informed of policy and operational changes. Residency Requirement : There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas. Probationary Period: You may be required to serve a probationary period of 1 year. Qualifications The qualifications for this position must be met by 11:59 PM (Eastern Time) on 08/05/2026. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 08/05/2026. GS-13 : You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Applying federal plain language requirements into organization-wide communications and deliverables. Communicating intelligently and informatively to highlight business issues, management priorities and overall organizational initiatives. Applying evaluative and analytical skills to draft and review survey or focus group information. Assessing the needs and effectiveness of communication efforts to collect information from stakeholders to inform and determine communication needs. Editing written deliverables and ensuring that final drafts and releases speak with the voice and key messaging to the workforce and leadership.
