Position Summary:
The Program Manager, Permanent Housing Services is responsible for the daily oversight and management of Intensive Case Management Services (ICMS) teams supporting individuals transitioning from homelessness into permanent supportive housing.

The program provides housing and intensive case management services to individuals with complex needs, including histories of homelessness, trauma, mental health challenges, substance use, and medical barriers. Clients receive home-based and field-based interventions and clinical services using trauma-informed care and harm reduction approaches.

The Program Manager provides clinical and administrative leadership to the case management team, supports client crisis management, coordinates services, ensures compliance with program and funding requirements, and develops collaborative relationships with housing providers, property management teams, healthcare providers, and community resources.

Essential Duties and Responsibilities:

• Provide clinical and administrative supervision to Bachelor's-level Case Managers and Master's-level Clinical Case Managers.
• Facilitate weekly team meetings, case consultations, and clinical discussions using trauma-informed and harm reduction approaches.
• Collaborate with housing teams, government partners, service providers, and community organizations to develop creative interventions that improve client safety and well-being.
• Assist with client crisis management, including assessment for voluntary and involuntary psychiatric hospitalization when appropriate.
• Participate in emergency response and remain available for after-hours/on-call situations with support from senior clinical and housing leadership.
• Ensure all client documentation, charting, and data collection are complete, accurate, and timely through ongoing database audits and chart reviews.
• Provide budgetary oversight for program operations and monitor revenue and expenses against the annual budget.
• Assist with client screening, assessment, enrollment, and orientation to program policies, resources, and goals.
• Ensure case management staff connect clients with appropriate services and consistently utilize a client-centered, "Whatever It Takes" approach.
• Oversee services that assist clients with securing and maintaining housing and accessing community resources, government benefits, healthcare, mental health services, and substance use services.
• Provide support and containment to staff following a client death or other traumatic incident and coordinate or facilitate debriefing when appropriate.
• Ensure required annual client reviews are completed accurately and on schedule.
• Support recruitment and hiring practices that promote diversity, equity, and inclusion and reflect the population served.
• Hire, supervise, and manage ICMS staff while ensuring employees receive appropriate training and comply with organizational and departmental policies and procedures.
• Promote a collaborative, respectful, and supportive team environment.
• Maintain effective working relationships with property managers, housing developers, government agencies, healthcare providers, and other community partners.

Qualifications:

• Master's degree in Social Work (MSW), Marriage and Family Therapy (MFT), Professional Clinical Counseling (LPCC), Psychology (PsyD), or a related clinical discipline.
• Registration with the California Board of Behavioral Sciences (BBS), as applicable.
• Clinical supervision hours may be available for qualified candidates.
• Minimum of 2 years of full-time experience working with individuals experiencing homelessness; experience serving individuals with mental health and/or substance use challenges is strongly preferred.
• Minimum of 2 years of supervisory or staff-management experience.
• Demonstrated ability to work effectively within a high-tolerance harm reduction model with individuals experiencing multiple and complex barriers.
• Valid California driver's license, reliable vehicle, current auto insurance, and acceptable driving record.
• Ability to participate in a 24/7 on-call rotation with support from clinical and housing leadership.
• Strong communication, crisis management, leadership, organization, and problem-solving skills.
• Ability to work collaboratively with multidisciplinary teams and external community partners.

Work Environment & Physical Requirements:

• Work may take place in both office and field environments and may require travel between local sites.
• Regularly required to sit, stand, bend, and move throughout the workday.
• May occasionally lift or carry items weighing up to 35 pounds.
• May need to walk or drive to different local sites.
• Work may occur in busy, loud, and unpredictable environments.
• May be exposed to varying temperatures, dust, noise, odors, and other environmental conditions.
• May occasionally need to bend, stoop, twist, or remain seated for extended periods.
