Position Overview Horwitz is seeking a Payroll Manager to lead a team responsible for accurate, timely and compliant payroll across our office and union field workforce. This hands-on leader will own payroll operations, strengthen controls, develop the team, and improve the systems and processes that support employees and the business. The role is well suited to an experienced payroll professional who understands complex union and construction payroll, enjoys solving difficult problems, and can balance day-to-day execution with team leadership and continuous improvement. Key Responsibilities These responsibilities generally describe the nature of the position and may not be all inclusive: Payroll Operations and Systems Lead a team of four responsible for weekly office and union field payroll, setting clear standards for accuracy, service, and deadlines Review and approve payroll calculations for wages, salaries, bonuses, commissions, deductions, vehicle allowances, and other taxable fringe benefits Maintain complete and accurate payroll records and oversee employee payroll setup for onboarding, changes, and offboarding Support the effective use, configuration, testing, reporting, and continuous improvement of Miter, the company's payroll system Prepare and analyze payroll and labor-cost reports, resolve discrepancies, and improve controls and documented procedures Union and Certified Payroll Ensure accurate and timely union reporting and payments, including annual rate and labor-burden updates Interpret collective bargaining agreements and support the setup of new unions, pay rates, deductions, and fringe requirements Oversee LCPTracker data, utilization reporting, and certified-payroll requirements; train and support billing staff as needed Compliance and Year End Maintain compliance with federal, state, local, and union payroll requirements and monitor regulatory changes Oversee payroll tax payments and filings, including SUTA, Forms 940 and 941, and state withholding obligations Lead quarterly and year-end activities, including W-2 and applicable Form 1095 preparation and distribution Ensure accurate benefit deductions, benefit-payment reconciliations, 401(k) deferrals, and profit-sharing contributions Leadership and Partnership Coach, train, and develop payroll team members while balancing workloads and maintaining appropriate review controls Partner closely with Accounting, Human Resources, Benefits, labor coordinators, billing, operations, and employees Develop practical payroll policies, procedures, and service standards that support a growing organization. Perform other duties as assigned Conduct yourself in accordance with Horwitz core values: Safe, Accountable, Professional, Motivated, Can Do and Curious Get better every day Skills and Abilities Working knowledge of payroll taxes, quarterly and annual filings, benefits deductions, reconciliations, and year-end processing. Strong analytical, organizational, and problem-solving skills, with consistent attention to detail and confidentiality. Advanced Microsoft Excel skills and experience working across payroll, accounting, time-keeping, or HR systems. Clear communication skills and the ability to collaborate effectively with employees, managers, and cross-functional partners. Education and Experience Certified Payroll Professional certification and/or Bachelor's degree in accounting, finance, or a related field is preferred 5+ years of progressive payroll experience, including full-cycle payroll processing and compliance responsibilities required 2+ years experience leading, supervising, or serving as the senior technical resource for a payroll team Union experience required Construction and prevailing-wage experience preferred Experience interpreting collective bargaining agreements and administering complex rates and fringe packages required Miter payroll and certified payroll experience preferred Experience with LCPTracker or a comparable certified-payroll reporting platform preferred Experience supporting a payroll-system implementation, conversion, or major process improvement preferred #J-18808-Ljbffr
