Public Health Section Chief (Hybrid)

Position Highlights Location: 410 Capitol Avenue, Hartford, CT Work Schedule: Monday – Friday Work Shift: First Shift, Full-time, 40 hours per week Telework may be available in accordance with State policies What We Offer Professional growth and development opportunities A healthy work/life balance for all employees Key Responsibilities Lead and manage the Practitioner Licensing and Investigations Section, overseeing approximately 55 professional and support staff. Direct licensing operations for health practitioners regulated by DPH, ensuring consistent, accurate, and timely processing. Oversee the investigation of complaints involving licensed healthcare professionals to protect patient safety and uphold professional standards. Collaborate with other HQSB units, including FLIS and the Office of Emergency Medical Services, to support effective statewide healthcare licensing oversight. Provide strategic leadership and operational guidance to strengthen program performance, regulatory compliance, and workforce quality across the healthcare system. Direct staff and operations of large, multi‑faceted health services programs; coordinate, plan, and manage section programs and activities. Develop, implement, communicate, and evaluate section policies, procedures, goals, and activities. Interpret and administer pertinent laws and regulations. Determine staffing levels and prepare section budget. Maintain contacts with individuals within and outside the section who might impact policy, program, or regulatory activities. Define quality assurance and performance standards for staff. Obtain state and federal funds to maintain and implement programs. Recommend changes to statutes and regulations; review and evaluate legislative proposals. Prepare statistical studies and required federal reports; provide testimony at legislative hearings, courts, and public hearings. Engage professional and lay groups and prepare articles for publication on public health issues. Lead recruitment and hiring of staff, including outreach, interview, and selection. Perform related duties as required. Minimum Qualifications Three (3) years of experience in a supervisory capacity in an organization with programmatic and/or regulatory responsibilities for promoting or protecting public health. For state employees, this experience is interpreted at the level of a: Health Program Supervisor Supervising Nurse Consultant Child Care Licensing Supervisor Epidemiologist IV Environmental Protection Supervising Environmental Analyst Supervising Environmental Engineer Supervising Environmental Sanitarian Preferred Qualifications Experience managing large teams and applying established management principles and best practices in a professional setting. Experience overseeing and administering public health‑related programs. Experience delivering clear and effective oral and written communications, including presenting to large audiences and serving as a subject matter expert. Experience interpreting state and federal laws, regulations, statutes, and statistical data to inform and develop health‑related policies. Special Requirements Periodic testing or immunizations for communicable or infectious diseases may be required. Successful completion of a security background check may be required. Travel may be required.
