Position Summary: Under the direction of the Director for Special Education, the Related Services Transmittal Administrator (RSTA) provides senior level administrative support to Superintendent’s office and school staff, both directly and by supervising the work of the Related Services Transmittal Associate, to ensure that related service mandates are transmitted/issued, assigned, and first attended promptly and effectively where no New York City Public Schools (NYCPS) provider is available to be assigned to serve the student. The RSTA provides support to other Superintendent’s team member working with the same caseload of schools and school based staff, and coordinates with the Office of Related Services (ORS) the allocation of resources to ensure that mandated counseling services are assigned and service is provided in a timely manner in accordance with NYCPS policies and procedures. The position performs other clerical and administrative support as required, in connection with the assessment and provision of related services (RS). Performs related work. Reports to Director for Special Education, Superintendent’s office Direct Reports N/A Key Relationships Office of Related Services leadership, other Superintendent’s office staff; clinical managers and supervisors (Speech, OT, PT, and AT); Non-Public School Payables Office (NPSP); Impartial Hearing Resolution Office; Impartial Hearing Implementation Office; School RS points and other school based related services staff. Responsibilities Monitors SESIS mandates, reports, and other related services data regarding the status of related services provision on a daily basis for assigned Superintendent’s offices. Works closely with Superintendent’s offices, clinical, and school based staff to confirm services provided by NYCPS therapists and identify unserved mandates, ensuring that such mandates are assigned to NYCPS providers and properly reflected as assigned and first attended in SESIS and SESIS PA, completing related data entry where required. Assigns transmittal and other related services data entry and clerical tasks to the Related Service Transmittal Associate and supports and oversees this work to ensure that it is completed effectively and on a timely basis. Provides training in the use of SESIS and other relevant systems as required. Utilizing the Provider Assignment module in SESIS, promptly and diligently and accurately issues transmittals for services that require contracting as required by students’ IEP mandates and the NYCPS cascade of services guidelines and timeframes. Diligently follows up following transmittal/RSA issuance, initiating transmittal to secondary and tertiary agencies where required, and awarding to tertiary agencies on a timely basis following the close of the “bidding” process. Follows up with agencies and providers promptly and effectively as required, to ensure that contracted services are assigned and first attended on a timely basis consistent with the timeframes specified by the SOPM and related NYCPS procedures. Where no provider is identified through the agency transmittal process, issues RSA documents, including letters to parents, and provides support to parents as required in conjunction with appropriate school based and Superintendent’s office staff. Serves as the initial point of contact for agencies in resolving RS related transmittal and payment issues. Notifies ORS’s Related Services Transmittal Coordinator and other ORS staff of technical questions and issues with SESIS Provider Assignment and other systems raised by agency or school based users when unable to resolve them effectively and on a timely basis. Under the direction of the Director for Special Educations, the Related Services Transmittal Coordinator, and in consultation with the Superintendent’s offices Related Services Coordinator and clinical managers, takes action as required to resolve related services escalations and impartial hearing orders. Provides information to ORS’s Related Services Transmittal Coordinator and other ORS staff regarding the performance of contract agencies and associated trends related to RS provision, in support of efforts to ensure the timeliness and quality of contracted related services. Performs other data entry, clerical, and administrative tasks as required, in connection with the assessment and provision of related services. Qualification Requirements Minimum A baccalaureate degree from an accredited college and three years of satisfactory full‑time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or An associate degree or 60 semester credits from an accredited college and four years of satisfactory full‑time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in ʺ1ʺ above; or A four‑year high school diploma or its educational equivalent approved by a Stateᵇ department of education or a recognized accrediting organization and five years of satisfactory full‑time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in ʺ1ʺ above; Education and/or experience equivalent to ʺ1ʺ, ʺ2ʺ, or ʺ3ʺ above. However, all candidates must possess the one year of administrative or supervisory experience as described in ʺ1ʺ above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in ʺ1ʺ above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years. Preferred Extremely strong customer service skills and commitment to/passion for ensuring students are fully and well served. Familiar with school based special education policies, procedures, and systems, including SESIS. Familiar with other systems related to assigning, managing, and paying for RS, including SESIS Provider Assignment and VPortal. Experience with the delivery of special education services in a school based setting. Excellent communication and problem solving skills. Highly collaborative and a team player, with a passion for customer service and for working cross functionally to improve student outcomes. Attentive to detail, extremely well organized, able to work under pressure, and meet frequent and changing deadlines. Proficiency in Microsoft Office 365 applications. Salary $61,657 - $63,371 (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
