Responsibilities HUD's Mission The mission of the U.S. Department of Housing and Urban Development is to foster strong communities by supporting access to quality, affordable housing, expanding the housing supply, and unlocking homeownership opportunities for the American people. The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing is committed to building and preserving healthy neighborhoods and communities through homeownership, rental housing and healthcare opportunities. The Office of Single Family Housing is responsible for the overall management of Single Family mortgage insurance programs for the Federal Housing Administration (FHA). The Office assists in the expansion of affordable and quality homeownership opportunities for individuals and families who are traditionally underserved by the private market. The Office also acts as a stabilizing force in the single family home financing market by increasing access to mortgage credit. Policies and programs administered by the Office-from becoming an FHA-approved mortgage lender or other stakeholder, to mortgage origination through post-closing and endorsement processes, servicing of FHA mortgages, and beyond-assist in the provision of these affordable mortgage programs while meeting the needs of borrowers. As a/an Underwriter, you will: Responsible for the oversight and review of both Direct Endorsement underwriting and Contractor performed underwriting. Review cases to determine problems with underwriting process. Perform individual case underwriting (i.e. test cases for new Direct Endorsement Lenders and HUD employees) 25% of the time Responsible for analyzing the risk inherent in the issuance of mortgage insurance on mortgages for one-to-four family loans to determine if a property is an acceptable risk, and to determine the credit eligibility of the mortgagors and to assure compliance with statutory, regulatory and administrative requirements, the key area of responsibility is in evaluating the operation (s) of the Direct Endorsement and/or contractor performed underwriting program(s). This review is to determine problems with specific underwriters, appraisers, builders, or lenders so action can be taken to correct, or minimize the losses associated with the identified problems. Verification of factual information submitted insofar as available data permits. Determination of the plausibility and consistency of the conclusions based upon data presented in the report. Determination of the consistency of the conclusions by comparison with other conclusions reported in similar cases recently processed including amendment of any item if warranted. Compliance with governing codes and instructions. Serve as Government Technical Monitor (GTM) ensuring that requirements of contracts, servicing the Center's functions, are being met. The underwriter makes recommendations concerning that work performance to the Government Technical Representative (GTR) and provides written documentation of any discrepancies. The Underwriter is responsible for making recommendations for statements of work including any modifications. Requirements Conditions of Employment The official duty station for this position will be in Philadelphia, Pennsylvania. Failure to report to duty at this location may be grounds for a disciplinary action, including removal. Key Requirements: Must be U.S. Citizen or U.S. National. A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period. Must successfully complete a background investigation. Public Trust - Background Investigation will be required. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: - Experience performing Direct Endorsement underwriting review of residential property and mortgage appraisals; AND - Experience with Direct Endorsement underwriting of borrowers credit analysis and credit worthiness; AND - Applying FHA residential property and credit underwriting requirements and procedures to render a credit decision on residential mortgage loan applications; AND -Experience using requirements for mortgage insurance approval and the principles of underwriting, utilizing practices and procedures common to real estate lending; AND -Analyzing and describing problems and effectively communicating conclusions orally and in writing. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12 you must have been at the GS-11 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
