Open Until Filled The Senior Policy and Planning Advisor provides strategic leadership and high‑level advisory support to the Director and Division Administrators at the State Construction Department (SCD). This position plays a critical role in guiding statewide policy, planning, and regulatory initiatives affecting school facilities, state facilities, and construction procurement practices. The position is responsible for developing and coordinating rules and regulations, policies, design guidelines, and adequacy standards that ensure compliance with state statutes and support decisions of the School Facilities Commission and State Building Commission. The role also works with legislative entities—including the Select Committee on School Facilities and the Joint Appropriations Committee—along with the Governor’s Office and other oversight entities to support policy and procedure development and implementation. This position supports long‑term strategic facility planning for K‑12 educational and state government facilities and community colleges, manages specialized facility studies, and contributes to the development of statewide capital planning strategies. The role also helps guide procurement‑related policy and process improvements to ensure transparency, efficiency, and compliance in public construction programs. About the Role The Senior Policy and Planning Advisor combines policy, leadership, strategic planning, and oversight of agency initiatives and/or management to support statewide construction and facility initiatives. Key Responsibilities Advises agency leadership on legislative, regulatory, and strategic planning matters. Supports policy development affecting school facilities, state facilities, and procurement practices. Oversees facility studies and specialized projects informing statewide facility investment decisions. Assists in the development and implementation of long‑term facility planning strategies and biennial budget requests. Coordinates rulemaking, design guidelines, adequacy standards, and internal policy development. Collaborates with legislative committees, commissions, school districts, state agencies, and consultants. Provides supervision to planning staff and consultants supporting statewide policy and planning initiatives. Why Join Us? Human Resource Contact: Serenity Moffett View email address on click.appcast.io View phone number on click.appcast.io Essential Functions Supervision, Administrative Support, and Advisory Supervise the planning program Provide strategic support and policy advice to the Director and Division Administrators Review documents, issues, and proposed actions requiring leadership review Develop reports and policy analyses to support agency decision‑making Act in an advisory capacity regarding proposed and newly enacted legislation affecting school facilities, state facilities, and procurement processes Prepare Requests for Proposals (RFPs), scopes of work, and consultant contracts Assist with procurement processes, including tracking and evaluation of consultant services Leads efforts to implement new or revised initiatives within the agency Strategic Planning and Project Management Support development of statewide facility planning strategies for both educational and state facilities Assist in annual facility planning and preparation of biennial capital budget requests Evaluate facility needs using criteria such as facility condition, capacity, and adequacy standards Assist in developing asset preservation and maintenance planning strategies Provide expertise and coordination in the development of statewide strategic facility plans Specialized Oversight Oversee Most Cost‑Effective Remedy (MCER) studies to identify cost‑effective facility solutions for school districts Manage consultants, including architects, engineers, and educational facility specialists Evaluate study results and determine feasible facility improvement strategies Support development and oversight of school safety and security initiatives Assist with special studies related to state facilities, construction practices, and infrastructure needs Policy and Regulation Development Plan, develop, and coordinate agency rules, regulations, and policies affecting construction and facility programs Assist with the development and revision of design guidelines, adequacy standards, model contracts, and agency procedures Support procurement policy improvements to strengthen transparency, accountability, and efficiency in construction programs Coordinate policy initiatives with the School Facilities Commission, State Building Commission, Attorney General’s Office, and legislative oversight committees Ensure agency policies align with applicable statutes and regulatory requirements Communication and Stakeholder Engagement Develop communication strategies and responses to school districts, state agencies, and external stakeholders Prepare reports and presentations for the School Facilities Commission, State Building Commission, Select Committee on School Facilities, legislative committees, and the Governor’s Office Respond to stakeholder inquiries and follow up on commission or legislative actions Conduct research and present analysis supporting agency positions related to statutes, facility standards, procurement policies, and planning initiatives Preferences Architectural or Policy & Planning background with experience in educational or public facilities. Experience in capital construction, facility planning, or public infrastructure programs. Familiarity with public procurement processes related to construction and professional services. Bachelor’s Degree (typically in Architecture, Engineering, Construction Management, Planning, Public Administration, or related field) Approximately 15 years of professional experience managing planning, design, construction, and maintenance programs for educational or public facilities. Relevant experience may include architecture, engineering, real estate development, facility planning, capital program management, or public infrastructure policy Knowledge Architectural and engineering design processes. Public sector policy development and regulatory frameworks. Capital construction, asset preservation, and infrastructure planning. Government procurement processes for construction and consulting services. Leadership and supervision. Minimum Qualifications None - See "Preferences". Physical Working Conditions Work is typically performed in a standard office environment. Extended periods of computer use and meetings. Occasional travel for site visits, stakeholder meetings, and legislative presentations.
