Position Summary


The Project Manager I is responsible for managing less complex projects and will generally work under the direct supervision of a senior project manager (Project Manager III). Duties may include coordinating and acting as liaison between various Authority departments, Consultants, Contractors, Subcontractors, and local government agencies, in order to expedite the timely planning, design, data collection and completion of Authority construction projects. This position writes daily reports; reviews and compares construction drawings and contract documents with actual field construction; field inspections of construction activities in progress; obtaining measurements for progress payments; maintains project records; reviews construction schedules, pay requests, record drawings, and property deeds. This position reports to the Senior Project Manager (Project Manager III) and requires reliability, dependability and accountability in all aspects of the defined role.

Essential Functions & Knowledge, Skills and Abilities

• Monitor and document work progress on SWA construction projects; perform field inspections on construction activities to assure compliance with project design documents.
• Write daily reports, review and compare construction drawings and contract documents with actual field construction, perform field inspections of construction activities in progress, obtain measurements for progress payments, maintain project records, review construction schedules, pay requests, change orders, as-built surveys, quantity surveys, and record drawings.
• Manage project design, and coordinate between SWA departments and Consultants to ensure a quality design that satisfies SWA needs in a fiscally responsible manner.
• Assist in preparation of Requests for Proposals and in negotiations for Consultant Service Agreements.
• Work with Authority Operations and other staff to ensure facilities operate properly in accordance with manufacturers' instructions or operation agreements.
• Prepare plans, sketches, technical specifications, surveys, legal descriptions, easements, quantity surveys, volume calculations, and coordinate geometry calculations, field survey measurements for in-house projects performed either with Authority personnel or through outside contractors.
• Report and document project activities and status on a regular basis.

• Review and recommend for payment requisitions, invoices and supporting data from consultants and contractors.
• Perform related duties as required.

• Advanced written and oral skills required.
• Ability to manage the work of consultants and contractors toward the successful completion of the assigned projects.

• Ability to read, understand and review construction drawings and specifications and compare with actual field construction.
• Ability to understand and interpret critical path method construction schedules. Basic proficiency in scheduling or project management software.

• Ability to effectively communicate with regulatory agencies, technical groups, and SWA staff.

• Knowledge of solid waste management facility design, permitting, construction, and operations.
• Knowledge of facility condition assessments.

• Knowledge of Florida Building Codes and best construction practices.
• Familiarity with the Engineers Joint Contract Documents Committee (EJCDC) General Conditions
• Familiarity with the Consultants Competitive Negotiation Act (CCNA).
• Excellent computer skills and proficiency in MS Office Suite, including Outlook, Word, PowerPoint, and Excel. Knowledge of engineering design, construction, operations, surveying, and contract administration.

Education, Experience, Certificates and Licenses


The ideal candidate possesses the education and experience listed below

• A Bachelor's degree from an accredited college or university in an engineering discipline, preferably civil, electrical or mechanical, or a degree in construction management, or
• At least ten (10) years in project, construction, or facility management or a combination of training, experience and education which provides the required knowledge, skills and abilities.
• Experience specific to solid waste industry construction or management, preferred.
• Any combination of experience, education and training that provides the required knowledge, skills and abilities to perform the essential functions of the position.

CERTIFICATIONS AND LICENSES

• Valid Florida Driver's License.
• State of Florida Engineer in Training (EIT), Professional Engineer (PE), or General Contractor (GC) certification preferred.
