Summary

This position serves as Locksmith within the Facilities Management Service, Engineering Branch at the Orlando VA Health Care System (OVAHCS) in Orlando, FL. This will include travel in between Orlando Sites of care in order to perform routine and preventive maintenance related to job duties.

Major duties may include, but are not limited to:

  • Ensures that operation, maintenance and repair of all described technical security aspects of building and facilities.
  • Serves as an expert in the area of physical security locking systems and physical access control systems capabilities and functions, working closely with management in determining the most suitable security containers and locking devices to be used in solving unique security problems.
  • Services a wide variety of commonly used locks, and the functions they perform involve repairing, replacing or fabricating parts covered by manufacturer parts catalogs and specifications and apply a broad knowledge of the functions and capabilities of commercially manufactured locking devices.
  • Erects or suspends scaffolding in the performance of duties and is responsible for the proper care and maintenance of tools and equipment.
  • Ensures that all tools and equipment are properly functioning and are safe for use.
  • Constructs necessary dust barriers and/or block off areas as needed for the safety and protection of patients, staff, visitors, and equipment.
  • Ensures that the job site is clean of all debris and equipment upon the completion of work.
  • Assists other maintenance personnel with other or similar trade assignments.
  • Maintains, repairs, and installs a variety of electronically controlled locking devices throughout medical facility and clinics that are integral to the access control system.
  • Reviews incoming Federal Regulations and VA directives to ensure compliance with these directives in the day-to day operations of security container maintenance.
  • Performs ongoing inspections of security containers and related physical access control equipment, as required, for evidence of surreptitious penetration or tampering.
  • Inspects security containers received through supply sources to ensure suitability for intended use and for evidence of secretive tampering or modification.
  • Inspects security containers returned to service from storage to determine fitness for intended use.
  • Installs or oversees the modification of safes, vaults, and other items of security equipment to meet specifications when modification orders are received from higher Federal regulations Special Security.
  • Recommends disposal of unfit security containers and related physical security equipment.
  • Uses complex Mas-Hamilton analysis methods, binary mathematical formulas to find bit failures in computer chips and defects in splicing of fiber optical cables necessary to open locked safes, vaults, and containers that fail to operate normally.
  • Uses manipulation procedures or special drilling equipment to neutralize lockouts.
  • Prepares reports for submission to security when tampering or secretive entry is detected.
  • Repairs or technically oversees the repair of security items in accordance with current directive prior to return to service.
  • Works closely with law enforcement, security managers, and action officers in determining the most suitable locking devices to be used in solving specific security problems.
  • Verifies installation, connections, and operations of all Physical Access Control System (PACS) components.
  • Performs other duties as assigned.
Work Schedule: Tuesday to Saturday 7:00am-3:30pm; 3:00pm -11:30pm; 11:00pm-7:30am or Sunday to Thursday 7:00am-3:30pm, 3:00pm-11:30pm; 11:00pm-7:30am or Monday to Friday 7:00am-3:30pm, 3:00pm-11:30pm; 11:00pm-7:30am. NOTE: Exact TOD for this position will be discussed during the interview and may be adjusted to meet the facility/dept needs.

Qualifications

Driver's License: A current, valid state-issued Driver's License is required for this position. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your license with your application package. If an interview is requested, you will be required to provide a copy of your current, valid state-issued Driver's License.

PHYSICAL EFFORT: Work at this level require lifting or carrying of items weighing in excess of 23 kilograms (50 pounds) and heavier weights with assistance. The locksmith frequently stand, stoop, bend, kneel, and work in awkward positions when installing and opening locks and emergency exit hardware on-site. Must be physically fit as work involves lifting, pulling, climbing, crawling, working with hands over head, working in confined areas, and using arm and back muscles. Must possess ability to be on feet for long periods either standing, walking, working off ladder, or staging materials, and lifting equipment. The incumbent may assist in moving heavy cabinets and security containers. Safes weigh in access of 1000lbs, in settling up work equipment and in completing assignments. Must possess and maintain a valid State driver's license. Occasional driving and commercial traveling may be required.

WORK CONDITIONS: Work at this level is normally done inside in areas that are well lighted, heated and ventilated. Occasionally work is done outside in bad weather or in areas that are drafty and poorly lighted. Incumbent in some cases may work in hot, humid, confined space around equipment and systems associated with facilities and access controls. The locksmith are exposed to the possibility of cuts, scrapes, and bruises and possibility of burns while using acetylene torches, brazing torches, and soldering irons. In patient care areas, PPE may be require to include a respirator/PAPR as to protect against potential air or bloodborne pathogens. The incumbent will be assigned to either the ride-out team or recovery team during hurricanes or other extreme weather events.

For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
