About the Role We are seeking a Programmer/Business Financial Manager (P/BFM) to support the Department of Navy (DON) Office of the Assistant Secretary of the Navy (Financial Management and Comptroller (FM&C)) Secretariat Comptroller & Resources Department (SCRD) with respect to budget formulation and execution. The role is a unique opportunity to interact directly with senior‑level customers and Iberia leadership, and to make a direct impact on the DON’s objective of budgetary reform. What You’ll Do As a P/BFM you will work hands‑on with DON program and budget, leveraging PBIS and Excel to provide day‑to‑day support to a team of 5‑7 consultants. You will oversee PPBE processes, develop decision‑support materials for senior Secretariat leaders, and focus on programming while also contributing to budget formulation, justification, and execution tracking (e.g., mid‑year review). Support development and updating of Program Objective Memorandum (POM) submissions for Secretariat activities. Analyze POM proposals and support program reviews. Coordinate with Navy and Marine Corps for manpower, functional transfers, and enterprise requirements. Develop responses to draft DON and OSW program and budget decisions, including drafting issue papers. Provide assistance on programmatic priorities, strategic planning initiatives, and high‑quality inputs. Advise senior leaders on POM adjustments, requirement updates, and unfunded requests. Conduct analyses, reviews, and special studies of program information. Develop decision‑support material using PBIS and automated systems (e.g., ADVANA/Jupiter dashboards). Incorporate current and historic budget execution into POM analysis. Support development of SCRD guidance and processes for timely POM inputs. Budget Formulation & Justification Develop and maintain Spend Plans aligned with strategic priorities and fiscal controls. Create financial projections and funding profiles. Review Secretariat activity budget formulation and prepare detailed analyses. Validate completeness, accuracy, and compliance with procedures and regulations. Use cost‑benefit analysis to evaluate trade‑offs and alternative funding methods. Assist in preparing and reviewing SRB and POM/DON/OSW/Congressional submissions. Support response to Congressional RFIs and appeals. Budget Execution Provide execution guidance to Secretariat staff. Monitor and adjust budgets with stakeholders. Administer monitoring of obligations and expenditures across funding sources. Maintain internal controls over all aspects of Navy FM&C budget formulation and execution. Compile background data and documentation for budget estimates and justifications. Job Requirements U.S. citizen. Current (Interim) Secret Clearance (no sponsorship). 5+ years of experience in DON programming. Bachelor’s degree in business or a relevant field. Experience performing Programming and Budget Formulation for the Navy or USMC. Highly proficient with Excel (pivot tables, formulas) and PBIS. Familiarity with Navy ERP and Microsoft Office Suite. Ability to analyze financial statements and budget execution reports. Strong communication, critical‑thinking, planning, and problem‑solving skills. Preferred Knowledge, Skills, & Abilities Naval/USMC veterans or former civilian employees at Secretariat, BSO, or SYSCOM. Experience with DOW data analytics, visualization tools (Jupiter/Advana/Qlik). Experience working with large data sets and analytics/engineering tools (SQL, Python, R, Databricks).
