About the Opportunity The System Payroll Department has an immediate opening for a Senior Manager, reporting to the Vice President. The Senior Manager provides oversight, direction, and leadership for the end-to-end services provided by the System Payroll department. This leader ensures the timely production and accuracy of processing for the semi-monthly payroll of the Federal Reserve System, including the coordination of taxes, benefits, compliance activities, and vendor management. What You Will Do:

• Provide oversight and direction for the Federal Reserve System payroll function to ensure the accurate and timely delivery of payroll services, while driving best practices and process improvements.
• Maintain broad knowledge, interpretation, and application of multi-state payroll concepts, payroll processing, IRS regulations, and policies and procedures.
• Develop and execute a comprehensive payroll strategy, through data analysis, resource planning, and knowledge of industry practices.
• Provide technical leadership by planning, delivering, evolving, and improving products and processes.
• Connect across functional areas to influence, serve as a thought partner, and drive strategy.
• Utilize change management practices to support employees through change, effectively drive results and ensure successful outcomes.
• Collaborate with key partners in Finance, Legal and IT as well as third party suppliers to deliver strategic priorities.
• Champion an environment of feedback and coaching, and ensure team member accountability through effective goal setting.
• Provide an exceptional customer experience by seeking to understand evolving customer requirements, expectations, and needs.
• Facilitate discussions around complex issues to develop a common understanding, effectively manage risk, and ensure issue resolution.

Qualifications:

• Bachelor's degree or equivalent experience
• 9+ years of relevant functional work experience
• 3-5+ years of leadership/management experience
• Working knowledge of payroll practices and previous experience leading a payroll function
• Workday software experience as it relates to payroll and taxes
• American Payroll Certification or Fundamental Payroll Certification (FPC), or Certified Payroll Professional (CPP)
• Strong collaboration, communication, analytical and presentation skills
• Advanced analytical, planning, problem-solving, and organizational skills required to direct and lead staff
• Ability to coach and develop direct reports to enhance and improve professional effectiveness through capability development including consultation, solutioning, agility, courage, critical thinking, collaboration, change management, and strategic problem solving.

• The hiring range for the Sr Manager - Payroll is $109,000-136,300
