The APWA accredited Public Works Department is seeking an energetic and experienced person to be part of our team and serve the needs of the community. We are looking for an experienced engineer with strong customer service focus in supporting civil engineering review of development projects with the ability to effectively communicate with a variety of customers including engineers, contractors, inspectors and the public. The position requires good understanding of engineering codes, standards and best management practices specifically related to stormwater, wastewater, and roadway design.

SCOPE OF WORK
To provide responsible professional engineering assistance in the review of private development projects, in coordination with the Planning and Community Services and Public Works departments; to develop and update codes, standards, practices related to private development of public infrastructure; to serve as the project manager for various permits and projects as assigned; and to perform various office and field duties as required.

DISTINGUISHING CHARACTERISTICS
This is an advanced journey level classification. Positions at this level are distinguished from the Engineer I - Development Review by the license achieved, the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties including the most complex projects. Employees at this level are required to be fully trained in all procedures related to assigned area or responsibility and to work independently.

SUPERVISION RECEIVED AND EXERCISED
Receives administrative supervision from Development Review Manager.

EXAMPLES OF DUTIES

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions :
  1. Review private development engineering specifications, estimates, and other documents for completeness, accuracy and compliance with adopted codes and standards.
  2. Support Inspectors inspecting work-in-progress; ensure projects are completed in compliance with applicable codes, regulations and standards.
  3. Respond to questions and inquiries from the public regarding street, drainage and wastewater issues, standards and permits; attend meetings and make presentations to citizen advisory groups and in other public settings.
  4. Coordinate assigned engineering projects with outside contractors, government agencies and organizations and the public; provide assistance to project managers and Public Works Department.
  5. Coordinate assigned activities with other divisions, departments and outside agencies; establish and maintain cooperative working relationships with co-workers, applicants, other departments, consultants, contractors and citizens.
  6. Prepare and maintain records of work completion; coordinate work in progress to enusure projects are completed in compliance with codes, specifications, standards and time schedules.
  7. Provide information to the public, contractors, developers, property owners and internal staff regarding development issues related to the private installation of right-of-way, stormwater and wastewater improvements; and interpret various codes and standards related to stormwater, water quality, utilities and right-of-way development.
  8. Review various technical engineering reports in conjunction with associated plans.
  9. Read, review, edit and revise design standards and codes, including research of current best practices or alternatives.
  10. Develop and improve processes and resources used to review the engineering components of permit applications.
  11. Provide technical expertise and respond to complex questions; resolve conflicts and interpret various codes and standards.
Marginal Functions :
1. Perform a variety of office and field support duties as required.
2. Perform related duties and responsibilities as required.
3. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of development, stormwater management, environmental protection and permitting.

QUALIFICATIONS

Knowledge of:
  • Principles and practices of civil engineering.
  • Principles, practices, materials and terminology related to surface water management and control, including requirements of the NPDES Phase II Western Washington Storm water Municipal Permit.
  • Principles and practices of project management.
  • Principles, practices, materials and terminology related to right-of-way construction.
  • Principles, practices, materials and terminology related to wastewater design and construction.
  • Principles and practices of permit processing and plan review.
  • Methods and techniques used in engineering plan review.
  • Methods and techniques used to conduct on-site engineering and right-of-way field inspections.
  • Comprehensive planning and code development principles, practices and techniques.
  • Pertinent Federal, State and local codes, laws and regulations.
Ability to :
  • Participate and work effectively in an organization committed to advancing principles and practices of equity and anti-racism.
  • Review engineering plans and specifications.
  • Understand, interpret and correctly apply the requirements of the Surface Water Management Manual for Western Washington (SWMMWW).
  • Inspect permitted engineering work and projects in the City's right-of-way for completeness, proper work methods and compliance with applicable regulations and ordinances.
  • Research, edit, and prepare engineering standards and/or codes related to development.
  • Respond to requests and inquiries from the general public.
  • Manage and coordinate projects as assigned.
  • Assure work projects are completed according to code specifications and timelines.
  • Interpret and apply Federal, State and local policies, laws and regulations.
  • Communicate clearly and concisely, both verbally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Foster a climate that encourages fairness, respect, and inclusiveness.
  • Provide excellent customer service.

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Five years of increasingly responsible development services/engineering experience including some planning or development experience.

Training:

Equivalent to a bachelor's degree from an accredited college or university with major course work in civil engineering or an applicable field.

License

Registration as a Professional Engineer in the State of Washington or ability to obtain registration in Washington within one year of hire.

WORKING CONDITIONS:
Environmental Conditions :
Office environment; occasional travel from site to site for meetings or project observation. Exposure to computer screens and occasionally to inclement weather conditions; work around heavy equipment or on slippery or uneven surface. Occasional attendance of evening or weekend meetings is required. Local travel within the service area is required.

Physical Conditions :
Essential and marginal functions may require maintaining physical condition necessary for walking, standing or sitting for prolonged periods of time, and for conducting work-in-progress inspections; near visual acuity for the review of technical engineering plans and specifications; communication with the public. While performing the duties of this job, the employee is constantly using hands to grasp objects, frequently fingering/keyboarding.


REMOTE WORK ELIGIBILITY
This position is eligible for remote work. The City's remote work policy, , requires staff in positions eligible for remote work to work onsite a minimum of four days per pay period (every two weeks) however, during the first 3 months of employment it is expected that all work will be performed at the assigned City's location. Full-time remote work is not an option. Once hired, employees must reside in the State of Washington.

CONDITIONS OF EMPLOYMENT

    • A successful completion of reference checks, including at least one prior supervisor.
    • Washington State Professional Civil Engineering license is required at the time of hire or within one year of hire.

All benefit allocations are prorated for part-time regular staff.

Each full-time regular employee receives Tier I allotment per month to buy benefits for themselves and family members, including domestic partners. If the employee does not use the entire allotment, the remaining amount goes into a deferred compensation (457) plan. If the cost is greater than Tier I allotment, the employee moves to Tier II allotment and is able to receive an additional contribution from the City of up to a current year total amount. Mandatory coverage includes Life Insurance, Long Term Disability, PERS (State retirement) and 401a social security replacement plan. The City does not contribute to Social Security but to 401(a) retirement plan.


Optional coverage includes Regence, Kaiser, Delta Dental, Willamette Dental, Vision, Flexible Spending Accounts for medical and/or childcare costs, Employee Assistance Program, Voluntary Life & ADD Insurance, Voluntary Accident Insurance and Voluntary Critical Illness Insurance.

The City of Shoreline is qualifying employer. Our employee may qualify for federal student loan balance forgiveness after 10 years of public service employment while making qualifying payments.


The City also provides free ORCA passes. Eleven holidays are observed along with two personal days are provided each year. Additional three management days are included for exempt employees. Vacation starts at 11 days per year. Sick leave is accrued at 8 hours for remote work eligible positions. Positions not eligible for remote work accrue 10 hours of sick leave per month.
