DEFINITION

Under general supervision, performs responsible technical duties related to network security, hardware, and software; performs a variety of routine to complex duties involved in the installation, design, and maintenance of Operational Technology (OT) systems. Maintains and supports network infrastructure, telemetry, radio communications, wireless networks, virtual server infrastructure, virtual private networking technology, video surveillance, routers and switches, firewalls, endpoint protection, vulnerability assessment and remediation, securing monitoring, and security awareness training.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the SCADA Supervisor. May exercise technical and functional direction over assigned staff.

CLASS CHARACTERISTICS

This is a class that performs specialized technical work on network and network security. This includes the maintenance of hardware and software related to various control instrumentation, electronic, radio, and telemetry equipment and systems. Positions perform the full range of duties as assigned, working independently, applying well developed skills, and exercising judgment and initiative. Assignments are performed with the expectation that incumbents have the ability to choose among alternatives in solving job problems and work productively in the absence of a supervisor. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Collaborate with SCADA Analyst and contractors to solve any OT issues. Work is normally reviewed only on completion and for overall results. This class is distinguished from the SCADA Analyst classification series by the performance of duties related specifically to the installation, design, and programming of PLC and HMI systems. Essential Functions Monitor network activity, identifying performance and availability issues. Implement network hardening techniques. Manage, configure, and troubleshoot network infrastructure. Monitors and analyzes security components including endpoint, network, IoT, firewall and active directory policies. Provides technical support for the Agency's OT networks including router, switches, and wireless equipment. Supports and troubleshoots OT client/server systems, databases, and networks; performs basic diagnostic testing; analyzes root cause of problem and develops long-term solutions; identifies and reports network problems to the proper network areas. Installs virtual machines and names/assigns IP addresses. Performs network monitoring and evaluates the quality of service and provides updates to the - SCADA Team and the SCADA Manager. Installs and configures servers and client computers, printers, and peripherals such as scanners and cameras; installs and supports various software and trains staff in the use of hardware and software. Creates Standard Operating Procedures (SOPs) for all network processes. Monitors and performs minor changes to firewall. Provides technical support in vendor request for information (RFI), diagnosing and solving problems by email, telephone or remote access. Participates in SCADA systems Cybersecurity Incident Response Plan. Performs other job-related duties as assigned. Qualifications Knowledge of: General database administration. Office 365 software suite. Radio telemetry systems. Microsoft Active Directory structure and functions. Windows Server Remote Desktop Services and thin client functionality. Microsoft Windows Server and Windows client operating systems. Modern office equipment and procedures. Nutanix AHV, Prism Element, and Prism Central systems. Diverse network equipment operation of routers, switches, and network operating systems including FortiOS and Fortinet infrastructure applications. Rockwell FactoryTalk SE server infrastructure and operation. OT specific network protocols such as Ethernet/IP and Modbus TCP Best practice designs for core, distribution, and access layer network architectures. Principles and techniques of various Internet and data communication systems. Next generation anti-virus systems and OT Network Detection and Response (NDR) Platforms Internet security practices and standards. Ability to: Pass Agency physical examination, including pre-employment assessment of safe work capacity in comparison to the essential job functions for the position. Inspect, monitor, troubleshoot, diagnose, and take appropriate corrective action to resolve failures and faults involving physical servers, virtual servers, network infrastructure, network appliances, operating systems, virtualization platforms, and associated hardware and software. Perform a variety of specialized work assignments requiring knowledge of computer software and hardware, electrical, and electronic systems specific to wastewater collection system, pump, and treatment facilities. Provide exceptional customer service and solid troubleshooting. Work well in a team environment and under minimal supervision. Perform professional work in support of the Agency's communications network infrastructure, hardware and software, and databases. Analyze, diagnose, maintain, and troubleshoot operating, database, cell, radio, and network systems. Diagnose and repair or instruct users in resolving hardware and software problems. Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines. Work collaboratively in a team environment including ability to accept constructive feedback from co-workers. Operate modern office equipment including computer equipment and specialized software application programs. Use English effectively to communicate in person, over the telephone, and in writing. Establish, maintain, and foster effective working relationships with those contacted in the course of the work. Work weekends, evenings or on standby, as required. Required Education and Experience: Equivalent to the completion of a bachelor's degree in computer science, information systems or a closely related field. Four (4) years of responsible professional experience performing networking or system administration. Licenses and Certifications: Cisco Certified Networking Associate CCNA or Fortinet Certified Professional (FCP) certification is desirable. Possession of a valid California Motor Vehicle Driver's license and be insurable with the Agency's insurance at the standard rate, and continue to meet the established driving standards as a condition of employment for this position. Persons employed in this classification are required to participate in Agency provided training to acquire basic First Aid and Cardiopulmonary Resuscitation (CPR) certificates during the initial 12 months of employment. Physical and Environmental Demands Standing & Walking - Standing for extended periods of time and/or walking distances (1 or more miles): 15 minutes up to 5 hours per day. Lifting - Ability to safely lift up to 40 pounds overhead and 70 pounds to waist level; both of these requirements include bending at knees to facilitate proper lifting techniques: 1 minute up to 15 minutes per day. Climbing - Ability to ascend 10 ft. or more up ladder(s), manhole rungs and stairs: 1 minute up to 30 minutes per day. Pulling - The ability to safely pull, hand over hand, up to 30 pounds attached to a rope (retrieval of equipment from manholes & vaults): 1 minute up to 10 minutes per day. Manual Dexterity - The ability to perform multiple work activities requiring a significant level of physical and mental coordination, such as calibration of instruments, accurate field measuring, repair of instruments, computer keyboard, writing: 1 hour up to 8 hours per day. Visual - Acuity for driving long periods; reading literature for long periods; industry warning signs and instruments; reading maps and diagrams, computer screen: 30 minutes up to 8 hours per day. Job requires a good deal of the following activities: reaching, stooping, bending, and squatting: 15 minutes up to 2 hours per day. Reflexes - Ability to quickly and automatically respond to emergency and safety situations: 1 minute up to 2 hours per day. Hearing and Speech - Ability to communicate in person, before groups, and over the telephone. Mobility - Ability to work in a standard office setting and operate a motor vehicle to visit various meeting sites, reach, carry, push, pull, stoop and bend. Environmental Elements Plant and field environment; exposure to noise, vibration, dust, grease, smoke, fumes, gases, potentially hazardous chemicals, high voltage; work on slippery or uneven surfaces; work around and with machinery.

Vacation Six month waiting period, accrual every pay period. 440 is the max accrual. 1-3 years = 80 hours/year 3-8 years = 120 hours/year 8-15 years = 160 hours/year 15-20 years = 176 hours/year 20-30 years = 200 hours/year 31+ years = 4 additional hours per year of service Sick Leave Employees are granted 96 hours of sick leave, accrued per pay period. There is no limit to the amount of sick leave an employee may accrue due to the Public Employees Retirement System (PERS) sick leave conversion credit accumulation upon retirement. Bereavement Leave Up to five days per incident. Employees can use sick, vacation, compensatory time, or Admin leave. Military Leave Temporary military leaves of absence will be granted to engage in ordered military duty. Holidays 13 paid Holidays per year + 1 floating holiday per year. EAP The Agency provides and pays for an EAP Program through Claremont EAP. Education Incentive The employee will be reimbursed for books and tuition only and the employee will receive reimbursement of the course with a grade of "C" or higher. There is a 6 month waiting period for this benefit.
