Job Summary This posting is for an Associate/Mid-level/Senior Sourcing Specialist supporting services procurement for Power Generation and Nuclear operations in the Innsbrook, VA office. The level will correspond to the selected candidate’s education, experience, knowledge, skills, and abilities. Buyers will purchase and manage moderately complex POs and agreements for a range of services. Requests for proposals with complex pricing tables will be issued. Responsibilities include cradle‑to‑grave sourcing: competitive bid facilitation, negotiation with Legal, Auditing, Corporate Risk, and Tax; purchase order award; invoice discrepancies; supplier management; and special projects to meet departmental objectives. Associate Sourcing Specialist Duties Solicits quotes, technical documentation, and relevant terms and conditions. Obtains standard services from suppliers at the lowest cost, considering quality, reliability, and need. Negotiates, awards, and implements contracts and purchase orders. Communicates with field and project personnel to evaluate compliance with purchase contracts. Resolves problems regarding price discrepancies, quality issues, invoice discrepancies, or adjustments. Performs other duties as assigned. Sourcing Specialist Duties Conducts major spend analysis by supplier, commodity, or service. Develops and issues requests for proposal with complex pricing tables. Analyzes supplier proposals, performs legal and insurance reviews, and conducts net present value analysis. Negotiates prices, delivery, insurance, performance, penalties, issue resolution, escalation, terms and conditions, and intellectual property agreements. Identifies and obtains cost improvements for purchased services through negotiation and continuous management. Develops and administers measurement tools on a contract basis. Performs trend analysis and implements process improvements. Analyzes all cost and process aspects of assigned spend. May lead cross‑functional sourcing initiatives and develop and implement complex sourcing strategies. Performs other duties as assigned. Senior Sourcing Specialist Duties Develops, reviews, and maintains contracts and specimen agreements with key suppliers to ensure compliance and consistency. Oversees supplier engagement activities and adherence to performance requirements in support of fleet operations. Performs other duties as assigned. Associate Sourcing Specialist Qualifications 0‑2 years related experience. General knowledge of business and contract law. General knowledge of accounting principles and financial analysis. General knowledge of materials and services delivery fulfillment processes. Good verbal, written, and presentation skills. Effective influence, persuasion, and negotiation skills. Analytical skills. Sourcing Specialist Qualifications 2+ years related experience. Working knowledge of procurement practices, procedures, and policies. Working knowledge of business and contract law. Working knowledge of accounting principles and financial analysis. Knowledge of SAP, ERP, and purchasing and logistics systems and processes. Effective human relations skills. General experience preferred in procuring general materials and/or services. Senior Sourcing Specialist Qualifications 5+ years related experience. Working knowledge of procurement practices, procedures, and policies. Working knowledge of business and contract law. Working knowledge of accounting principles. Working knowledge of company systems, processes, and/or interfaces. Operational knowledge of supplier relations, priority management, and tactical planning. Ability to apply analytical abilities to diverse issues. Ability to manage multiple priorities and meet deadlines. Ability to use sound business judgment. Education Requirements Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education. Bachelor’s Degree in Business Administration, Engineering, Supply Chain Management, or related disciplines. Working Conditions Travel up to 25%. Test Description No testing required.
