Procurement Specialist (Hybrid)

Overview Enterprise Services Procurement team is seeking a Procurement Professional to manage medium and high complexity external procurements, including Computer Software, Hardware, and Business Services for internal and customer requirements. What You Will Do Lead supplier negotiations on price, schedule, and terms & conditions. Ensure compliance with FAR/DFARS, RTX terms, and export/import regulations. Review Statements of Work (SOWs) and develop PIAs/NDAs. Manage proposal and quotation activities, documentation, and compliance packages. Identify, qualify, and perform due diligence on suppliers; seek alternates as needed. Conduct cost, price, and best‑value analysis to support sourcing decisions. Oversee post‑award supplier performance in alignment with business unit directives. Drive supplier engagement to meet critical program milestones. Balance strategic planning with daily tactical execution. Collaborate cross‑functionally with EXIM, Legal, and senior leadership. Qualifications You Must Have Bachelor’s degree and a minimum of 5 years relevant experience, or an advanced degree and minimum 3 years relevant experience. At least 3 years’ experience with DoD procurement/subcontract compliance (Public Laws, FAR/DFAR, ITAR) and negotiation of terms and conditions. At least 3 years’ experience with SAP procurement software tools (PRISM, APEX). At least 3 years’ experience with purchase order management, documentation, and contract negotiation. Experience in supplier negotiations (price, schedules, terms & conditions) with proficiency in price analysis and source selection justification. Qualifications We Prefer Proficiency in RTX supply chain systems and SAP PRISM purchasing tools. Skill at engaging senior management, cross‑functional teams, and program leaders on key business matters. Strong communication, time‑management, adaptability, and leadership presence. Ability to make timely decisions, manage multiple priorities, and thrive in a fast‑paced environment. Experience coaching colleagues in negotiation skills. Work Location This is a hybrid role located in Richardson, TX, but candidates may be eligible for work in other designated locations depending on qualification and eligibility.
