Junior Engineering Technician

Residency Requirement Employees must be Boston residents on their date of hire and for the duration of their employmentsubject toBWSC policies and collective bargaining agreements. Overview Position Purpose: Performs professional, technical, and all other work related to engineering and construction activities within the Commission; monitors construction site data, records plots, tracks payments and claims, and manages inventory; ensures quality standards and inspections and is responsible for maintaining and improving upon the efficiency and effectiveness of all areas under his/her direction and control. Responsibilities Essential Functions: (The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. Records, plots and produces field construction data from Construction Inspector’s daily reports. Maintains manual and electronic databases and files. Assists in the preparation of final quantities. Performs computations and analysis of change orders and contractor claims. Assists in the review of as-built plans progress and performs quality control. Assists with total station surveys and level runs of new facilities. Assists in the preparation of special reports as deemed necessary. Assists in the preparation of permit applications. Reads and interprets construction drawings, blueprints and site plans. Responds to various requests for information. Performs similar or related work as required, directed or as situation dictates. Qualifications Recommended Minimum Qualifications: Education, Training and Experience: High School Diploma or equivalent required; Associate degree in related field is preferred. Two (2) years of experience with municipal infrastructure projects or construction sites; experience with construction of water, sewer, and drains systems required; Any equivalent combination of education, training, and experience. Must possess a valid Massachusetts Driver’s License. Knowledge, Ability and Skill: Knowledge: General knowledge of civil engineering and engineering survey and design; working knowledge of MS Office applications; working knowledge of local and state regulations. Ability: Compile comprehensive reports and the practical application of findings; assess conditions in a variety of locations and determine proper course of action; deal effectively and diplomatically with the public, consultants, officials, department heads and other constituencies; read site plans. Skill: Strong interpersonal skills; excellent written and verbal communication skills; proficient computer skills including MS Office applications and specialized software; skills in operating the above listed tools and equipment. Supervision: Supervision Scope: Performs various duties of a routine to complex nature following acceptable standards of quality and performance; requires independent judgment in determining methods of completion and carrying out assignments. Supervision Received: Works under the general supervision of the Director of Construction. Supervision Given: None. Job Environment: General office conditions; field work is performed outdoors with loud noise levels and exposure to variable weather conditions/hazards associated with heavy equipment and construction sites; the workload is subject to seasonal and weather-related fluctuations; responds to emergencies. Operates telephone, computer, hand power tools, survey equipment and standard office machines. Make frequent contact with municipal, state and federal representatives, city officials, businesses, property owners, engineering consultants, department heads, the public, other city employees. Contacts are in person, by phone, email and group meetings, hearings.
