The Procurement Specialist will:

• Provide defined plans, processes, methods, and tools for the procurement of hardware and software, ensuring supply chain management and chain of custody for the life of all customer assets to help protect from the inadvertent purchase of counterfeit or illegally modified products.
• Work within the customer's Supplier/Procurement program, helping a team responsible for all activities associated with researching and recommending cost effective purchase arrangements for customer approval.
• Employ cost control practices in coordination with the customer.
• Support the customer's purchase process and coordinate delivery.
• Manage, track, and audit hardware recapitalizing, maintenance agreements, and software licensing.
• Review purchase requisitions for clarity, compliance, detail, completeness, and obtain additional information considered necessary.
• Actively manage the procurement process from order placement through receipt of products and subsequent payment of invoices.
• Actively manage supplier performance through consistent communication to ensure proper adherence to purchase order terms and conditions.
• Participate in the invoice approval process to ensure that supplier invoices are in accordance with purchase order terms and conditions, and resolve issues as necessary.
• Maintain all procurement records and provide material inspection and receiving reports to the customer when requested.

Required Qualifications:

• Currently possess an active Top Secret security clearance
• Years of experience with degree: BS 5-7 Years, MS 3-5, PhD 0-2

Preferred Qualifications:

• Master's in business administration (MBA) with a focus on Supply Chain Management, or Master's in Procurement and Contract Management
• Certified Professional in Supply Management (CPSM)
• Chartered Institute of Procurement & Supply (CIPS) Certifications

We are seeking a Procurement Specialist, Mid to support the Office of the Director of National Intelligence (ODNI) National Counterterrorism Center (NCTC). This analyst will play an important role helping to build a flexible and responsive IT environment that meets NCTC's evolving and changing mission priorities.

• Work schedule: "Normal work hours" constitute on average 8 hours a day, 40 hours per week (excluding breaks and meal periods) within standard operational hours occurring 0600-1800, Monday-Friday, excluding Federal holidays. May be requested to work evenings and weekends to meet program and contract needs.
• Amount of Travel: 20%
