Job Description
Performs intermediate skilled administrative support work in the maintenance of the County's real estate title and tax records, Present Use Value (PUV) assessment program, Property Tax Relief programs and exemptions, and related work as apparent or assigned. Work is performed under the moderate supervision of the Land Records Supervisor. Qualifications
Thorough knowledge of the principles and terminology related to real property transfers; thorough knowledge of the operation of the principles and practices of dealing with real property transfers and tax issues; general knowledge of North Carolina Machinery Act; general knowledge of PUV assessment program, PTR exclusions and exemptions; thorough knowledge of standard office procedures, practices, and software; ability to establish and maintain effective working relationships with county officials, co-workers and the general public.
Education, Experience, and Special Requirements Education and Experience
High school diploma or GED and moderate experience in real estate, real estate tax issues, banking or paralegal research, data research analysis and entry with some experience in clerical procedures, or equivalent combination of education and experience.
Physical Requirements
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and negligible amount of force frequently or constantly to move objects, some light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and negligible amount of force constantly to move objects, work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires standing, walking and reaching with hands and arms and occasionally requires pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of spoken word and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer date, visual inspection involving small defects and/or small parts, operating motor vehicles or equipment and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.
Special Requirements
Completion of Property Tax Listing and Assessing in NC and NCPMA Mapping school within two years of employment. Valid driver's license.

Vision insurance is provided by MetLife to full-time employees and covers a variety of materials (contacts and glasses frames/lenses) and an annual eye exam. North Carolina Local Governmental Employees' Retirement System
Eligible employees are automatically enrolled in the retirement system and must contribute 6% of their gross salary each pay period. Once eligibility requirements are met, employees will be able to receive monthly payments for life based on their salary, age, and years of service credit. NC401k
The County contributes 1% of employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 4%. Vacation Leave
Regular full-time employees earn 13.5 days of vacation leave per year. With each 5-year increment of employment, vacation accrual increases.
Sick Leave
Regular full-time employees earn 12 days of sick leave per year.
Paid Holidays
County employees receive paid holidays annually. The Board of County Commissioners approves and may adjust the schedule as deemed necessary. ComPsych Mental Health Services

Position Responsibilities

- Assists with the preparation and maintenance of real estate records and files.
- Responds to public inquiries, providing explanations of tax value/assessments, location, and ownership information.
- Assists and instructs users in the operation and interpretation of the public records information including computer terminals, maps, property record cards, and other tax documentation.
- Performs file maintenance and updating including card retrieval attachments and re-filing.
- Performs scanning and indexing of tax records into computerized imaging system.
- Enters data into computer to update records.
- Aids attorneys, contractors, realtors, property owners, other employees, and the general public pertaining to values of property, location, and ownership.
- Produce maps and print property record cards for the public, as needed or requested.
- Updates all records to reflect improvements existing property; notarize documents, stamp deeds and maps, complete property review requests and complete data forms for attorney's offices.
- Collects fees for property record cards and maps; prepares associated balance sheets.
- Processes changes to tax database that affect assessed value, ownership, addresses, and property characteristics of land improvements for the Mapping, Appraisal, Listing, and Land Records Departments including setup and deletion of parcels, complete transfers, PUV, PTR Exclusion and Exemption codes; copies, reads and interprets recorded legal instruments of ownership transfer including deeds, wills, and other legal records; processes necessary changes to tax records.
- Utilize resources to research and find current mailing addresses for real and personal property records.
- Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed or volunteers.
- Other duties as assigned.
