About the Project Management Office Team Our team provides centralized IT project management for technology-related projects across all County departments. We use standard project management principles, processes, tools, and software to ensure consistent project delivery approach and success. Senior IT Project Manager (County Classification: Senior Systems Engineer) Vacancy We currently have one (1) full-time vacancy for a Senior IT Project Manager (County Classification: Senior Systems Engineer) in the Project Management Office (PMO) of the Information Services and Technology (IST) department. The primary function of this assignment is senior-level IT project management, not hands-on systems engineering. This is an opportunity for a Senior IT Project Manager to manage and deliver significant IT projects and contribute to how technology projects are delivered across Marin County, while supporting innovation, collaboration, and improved public outcomes. Reporting to the IT Manager of PMO, the Senior IT Project Manager works with a team of IT professionals to manage health and delivery of IT projects across all methodologies (agile, hybrid, waterfall) with varied technology applications. They are responsible for all phases of the project lifecycle, stakeholders, project documentation, serve as technical specialists, operate independently with minimal supervision and provide mentorship to junior team members when needed. They also contribute to the continuous improvement of PMO Program through developing, updating and documenting project management policies, standards and guidelines to align with organizational goals. The ideal candidate has senior project management experience and has previously served in a project management office. This individual has managed the implementation of IT projects independently, throughout the project lifecycle, across all project methodologies, with a proven track record of successful implementations. They possess strong knowledge of project management and technical understanding to effectively lead technology projects, collaborate with technical teams, evaluate risks and dependencies, and communicate technical considerations to business stakeholders. They should have experience of mentoring team members, manage customer interactions and engage with diverse groups of stakeholders. Strong interpersonal skills are expected for cross functional collaboration with stakeholders across the organization and external parties. Specifically, they are experienced in the following All aspects of technology project management lifecycle across project methodologies (waterfall, hybrid and agile) while adhering to departmental policies and standards. Proficient and have a proven track record in delivering projects on time and on budget. Mentoring project management professionals in a team environment. Building collaborative partnerships across business and technical teams. Experience of technology (including system design, integration, testing, deployment, lifecycle management, compliance and vendor management). Analyzing client needs and managing project plan and stakeholder alignment. Adaptable with strong problem-solving mindset to maintain project critical path, with escalations as appropriate. Engagement and negotiation with external vendors/consultants to meet business requirements (including contract construction and budget tracking). Providing reports and conducting presentations for project stakeholders. Using data, metrics, and dashboards to support project decision-making. Promoting innovation and modern service delivery practice to support collaboration and productivity in project management practices. Staying current and updated with Project Management Institute (PMI) best practices and making recommendations regarding advancements and changes. Certifications such as Project Management Professional (PMP), Certified ScrumMaster (CSM), or related credentials are highly desirable, along with prior experience of working in PMO environment in a public sector environment.

Application architecture and associated communication protocols Ability to Design systems that meet defined requirements, and document system designs for development, implementation, testing and client use. Research potential solutions and make recommendations for implementation; and apply technology to provide business solutions. Develop solutions and recommend technology to provide target business outcomes. Analyze and resolve problems in applications, and software and hardware integration. Apply technology to provide business solutions. Create, modify, test, and implement applications using programming languages, database services, middleware services, web services and office automation services. Work effectively with clients, peers, and support teams to ensure that tasks are completed accurately and in a timely manner. Communicate effectively both orally and in writing. Project Management Office assignments: prepare, negotiate and manage vendor contract agreements. Evaluate and select hardware and software and work effectively with vendors to integrate solutions. Analyze and resolve complex problems, including applications, and hardware and software integrations. Work effectively with clients, peers, and support teams to define business requirements, provide support for software, hardware, and applications, and ensure that tasks are completed accurately and in a timely manner.

MINIMUM QUALIFICATIONS

Any six-year combination of recent professional project management experience and/or relevant computer science coursework that demonstrates the necessary knowledge and abilities. Examples include: Twelve (12) semester units of coursework from an accredited program and in a discipline relevant to the assignment is equivalent to a full year of related professional experience. A completed certification program relevant to the assignment and knowledge and abilities necessary of the role. A training program with evidence of completion providing the knowledge and abilities necessary of the role. An internship and/or apprenticeship providing the required knowledge and abilities of the role. Relevant professional experience demonstrating knowledge and abilities necessary of the role. Highly Qualified Candidates demonstrating several years of progressively responsible professional IT project management experience, including independent responsibility for complex technology projects through the full project lifecycle, will be considered most competitive.
