Journeyman HVAC Technician

Purpose: We are seeking an experienced Journeyman HVAC Technician to support operations and maintenance for three federal facilities located in Yuma and San Luis, AZ. The position ensures reliable, energy-efficient, and compliant performance of all mechanical systems in support of mission‑critical Department of Homeland Security and GSA operations.The ideal candidate has hands‑on expertise with large commercial HVAC and refrigeration systems, automated controls, and chilled water/boiler plant equipment, along with a strong background in diagnostics, preventive maintenance, and system optimization. Location: Yuma, AZ (John Roll U.S. Courthouse & Federal Building / San Luis I & II Land Ports of Entry) Duties and Responsibilities Perform preventive and predictive maintenance on HVAC and refrigeration systems in accordance with the GSA 2018 Maintenance Guide and site‑specific PM schedules. Troubleshoot, repair, and maintain air‑cooled and water‑cooled chillers (Trane, Carrier, or York, 50-200 tons); hot‑water boilers; circulating and condenser pumps; AHUs, VAVs, FCUs, and exhaust systems; cooling towers; split systems and mini‑splits; CRAC units; VRF systems; and Building Automation Systems (Johnson Controls, Siemens, or Trane). Maintain refrigerant systems, recover and recharge refrigerants per EPA Section 608 regulations, and document refrigerant use logs. Record all maintenance, inspections, and repairs in the Government's NCMMS system; maintain service tickets, parts logs, and equipment histories. Support energy management and BAS optimization to reduce system runtime, improve efficiency, and meet energy conservation targets. Provide emergency response and after‑hours support for HVAC issues impacting facility operations or security. Assist in planning and coordinating system shutdowns, equipment replacements, and minor project work. Required Qualifications and Experience Minimum 5 years of progressively responsible HVAC experience in large commercial, institutional, or government facilities, demonstrating journeyman‑level knowledge of system diagnostics, repair, and preventive maintenance. High school diploma or GED required; completion of a recognized HVAC apprenticeship program, technical school, or equivalent military or trade experience preferred. EPA Universal (Section 608) Certification – required. NATE, UA Local 469, or manufacturer certifications (Trane, Carrier, York, Johnson Controls, etc.) – preferred. OSHA 10 or OSHA 30 training – preferred. Demonstrated ability to independently service and troubleshoot air‑and water‑cooled chillers, boilers, CRAC units, pumps, AHUs, VAVs, VRF systems, and BAS controls. Ability to collaborate with controls contractors to fine‑tune temperature, pressure, and flow stability in Building Automation Systems (BAS). Proficient in reading and interpreting mechanical drawings, control diagrams, and O&M documentation. Experience entering and closing work orders within a CMMS or NCMMS platform. Recognized as journeyman‑level by virtue of demonstrated technical competency, trade certification, or completion of a registered apprenticeship. Experience working under an Arizona licensed C‑39 or CR‑39 HVAC contractor preferred. Must pass a GSA Public Trust (HSPD‑12) background investigation. Capable of lifting 50 lbs, climbing ladders, and working in rooftop or mechanical environments. Valid driver's license and ability to travel between Yuma and San Luis sites. Preferred Experience Prior experience maintaining federal or GSA facilities or other 24/7 critical infrastructure environments (e.g., ports of entry, courthouses, data centers). Working knowledge of water treatment systems, chiller plant operations, and energy management systems. Demonstrated ability to perform diagnostics on controls integration, BAS trending, and PID loop tuning. Physical Demands and Working Conditions Must be able to lift and carry items weighing up to 50 lbs regularly. Essential and marginal functions may require maintaining physical condition necessary for bending, stooping, sitting, walking or standing for prolonged periods of time; most of time is spent sitting in a comfortable position with frequent opportunity to move about. Compensation & Benefits Competitive hourly wage in accordance with DOL Wage Determination WD 2015-5475 Rev 26 (WG-10 Step 2).
