Final Filing Date: 9/16/2026 This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by providing leadership for evidence-based decision-making to ensure home visiting programs are targeted to high need populations and implemented as intended. The incumbent works under the general direction of the Research Scientist Supervisor (RSS) II , Supervisor of the Home Visiting and Systems Evaluation Section. The RSS I provides scientific and management oversight of the Home Visiting Performance Measurement and Evaluation (HVPME) Unit. The HVPME unit conducts a variety of program evaluations to determine the reach, fidelity, outputs, outcomes, and impact of home visiting programs. The RSS I oversees development of management and information systems, development and application of fidelity and performance measures, and the scientific quality of the program evaluation work. Evaluation approaches include qualitative and quantitative methods and are based on relevant public health, evaluation science, implementation science, and social science literature. The incumbent presents the findings through consultation to departmental management and staff, presentations to public health audiences, fact sheets, government reports, and articles in scientific journals. This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. Conducting and presenting scientific research or investigations to the public and scientific community. Using scientific findings to assist in the development of public policies.
