Environmental Project Manager
Paragon offers a wide range of environmental investigation, consulting, compliance, and remediation services as well as IT solutions, Facility O&M, Materiel Support, Supply and Security to both private- and public-sector clients throughout Alaska and the Continental U.S. Paragon's experienced professional staff is dedicated to producing high-quality documentation and providing safe field execution to support its clients' projects in line with local, state and federal guidelines and regulations.

Wage/Salary Range: $125-175k

Essential Duties & Responsibilities
- Serve as the primary point of contact for the Government Project Manager (PM), Contracting Officer (KO), Contracting Officer's Representative (COR), and other client stakeholders.
- Manage multiple concurrent projects, including planning, scheduling, staffing, resource allocation, and performance monitoring.
- Develop and maintain project schedules, budgets, and staffing plans to ensure successful contract execution.
- Coordinate technical staff, field personnel, and subcontractors to support efficient project execution and resource utilization.
- Manage subcontractor procurement, performance, schedule, budget, and compliance with subcontract requirements.
- Oversee daily contract operations to ensure work is performed safely, efficiently, within scope, and in accordance with contract requirements.
- Monitor project performance, identify risks, implement corrective actions, and resolve issues affecting cost, schedule, or technical performance.
- Prepare and deliver monthly progress reports summarizing project status, completed work, cumulative costs, and upcoming activities.
- Review and approve technical reports, work plans, cost estimates, proposals, invoices, and other project deliverables to ensure quality and contract compliance.
- Facilitate project meetings, maintain effective communication with clients and project teams, and mentor staff to promote technical excellence and professional development.
Required (Minimum Necessary) Qualifications
- Education Requirements: Bachelor's degree in Geology, Environmental Science, Environmental Engineering, Civil Engineering, Biology, Chemistry, Construction Management or another closely related scientific or engineering discipline.
- Level of Experience Requirements:
- Minimum of ten (10) years of experience managing environmental or engineering projects, including responsibility for project scope, schedule, budget, and client communications.
- Experience managing projects for federal agencies such as the U.S. Army Corps of Engineers (USACE), Department of Defense (DoD), Air Force, Navy, Department of Energy (DOE), Environmental Protection Agency (EPA), or other federal clients.
- Demonstrated experience managing multidisciplinary technical teams and subcontractors.
- Experience preparing and managing project budgets, schedules, work plans, and technical deliverables.
- Knowledge of environmental investigation, remediation, compliance, and restoration projects.
- Strong understanding of federal contracting requirements and project execution.
- Ability to obtain and maintain access to federal facilities and project sites.
- Valid driver's license with an acceptable driving record.

- Advanced proficiency with Microsoft Office Suite, including Word, Excel, Outlook, Teams, and Project.
- Advanced proficiency with Integrated Master Schedule creation using Microsoft Project and/or Primavera P6.
- Willingness to travel as required.
Preferred
- Professional Geologist (PG), Professional Engineer (PE), Project Management Professional (PMP), Certified Construction Manager (CCM) or other relevant professional certification.
- OSHA 40-Hour HAZWOPER certification and current refresher training.
- Experience managing projects under CERCLA, RCRA, NEPA, TSCA, Clean Water Act, and other federal environmental programs.
- Experience managing indefinite delivery/indefinite quantity (IDIQ) contracts and task orders.
- Experience with earned value management, project controls, and financial forecasting.
- Experience supporting proposal development and capture activities.
Supervisory Responsibilities
- This position supervises employees, subcontractors, and vendors working on projects being managed under the PM
DOT Covered/Safety-Sensitive Role Requirements
- This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.

The employee must be able to perform typical office and project management duties, including sitting, standing, walking, using a computer, participating in meetings, and communicating by phone, email, and in person. The position may require occasional travel to project sites, where the employee may walk on uneven terrain, climb stairs, access active work areas, and wear required personal protective equipment. The employee may occasionally lift or carry lightweight project materials, files, or equipment, typically up to 50 pounds.

Work is performed in both office and field environments. The Project Manager may be required to visit active project sites to observe field activities, attend client or subcontractor meetings, monitor project progress, and support coordination with project teams. Field visits may include exposure to outdoor weather conditions, construction equipment, uneven terrain, and active work areas. Personal protective equipment may be required when visiting project sites.
Additional Qualifying Factors
As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain and maintain the appropriate clearance levels required and must also be able to obtain access to military installations.
