Accountant
The Accountant is responsible for performing professional accounting duties, including maintaining an accounting system that processes a high volume and wide variety of governmental financial transactions.
Minimum Qualifications:
- Bachelor's degree in business administration, or related field, with a concentration in accounting, finance, audit, taxation, or economics, AND
- One (1) year of experience in accounting, finance, taxation, or audit.
- The preferred candidate, having met the minimum requirements, will have accounting, finance, taxation or audit experience with a government/law enforcement agency.
- A comparable amount of education and experience may be substituted for the minimum requirements.
- May be required to successfully complete and pass required skills testing.
Selection Process: The selection process will include a review of each qualified applicant's education and experience and a formal interview in accordance with VSO policies and procedures.
Background Screening: This position will require an extensive background investigation.
Essential Functions:
- Prepares weekly deposit of monies collected and ensures proper recording and documentation.
- Prepares accounts receivable invoices in the financial system in accordance with established procedures and ensures timely and accurate billing.
- Monitors, tracks, and follows up on outstanding invoices; communicates with departments or external parties as needed to resolve discrepancies and encourage timely payment.
- Generates and reviews the aged accounts receivable report, analyzes outstanding balances.
- Maintains accounts receivable records, ensuring accuracy, completeness, and adherence to audit requirements.
- Assists with developing and refining accounts receivables procedures to improve efficiency, accuracy, and internal controls.
- Analyzes statistical, fiscal, and reports of a District/Section for specific funds, as assigned.
- Assists in preparing reconciliation, financial statements, and periodic reports from accounting records.
- Verifies financial transactional data, paperwork, and electronic information for completeness and correctness and assists in building a proper audit trail for the transaction.
- Inspects, inquires, examines, recalculates, confirms, and provides evidence that the transaction is proper and follows generally accepted accounting principles (GAAP) and generally accepted government auditing standards (GAGAS).
- Reviews encumbrance activity for funding availability, recalculates financial data, verifies the account coding is accurate, and confirms proper documentation is affixed.
- Helps administer various accounting functions such as maintaining electronic documentation and files, data entry into the general ledger and subsidiary ledgers, maintains and disseminates daily accounting reports, analyzing selected general ledger accounts, and preparing journal entries to record or correct accounting transactions and various year-end entries and reconciliations.
- Assists accounting area by preparing a variety of reconciliations, schedules, worksheets, entries, and other work assigned for month-end, quarterly, semi-annual, and year-end activities.
- Invoice generation, payment processing, account reconciliation, ledger management, discrepancy resolution, and preparation of daily transactions and cash reports.
- Enters and edits accounting transactions into the financial system.
- Assists with numerous budgetary functions such as calculating the cost of operation of various activities, preparing budget estimates, entering and maintaining budget transactions, monitoring and analyzing financial data and providing insight, compliance verification, and may review the work created by other staff members.
- Proofs, audits, and reconcile accounting data, worksheets, and reports for accuracy and conformity with policies and procedures.
- Completes complex accounting functions such as assisting with month-end and year-end activities including reconciliations, account analysis, accruals, correcting entries, schedules, financial statement preparation, capital asset worksheets, grant verification, Schedule of Expenditures of Federal Awards (SEFA) preparation, statistical data gathering, revenue, and expense authentication.
- Provides recommendations to improve efficiency and reporting.
- Attends work on a regular and consistent basis.
- Must adhere to Federal, State, County, and local ordinances.
- Performs other duties as assigned.

Environmental Conditions:
- General office setting with most duties being performed while sitting at a desk, table, or workstation.
- Must be able to work under stressful conditions.
- Must be able to relocate to other county locations based upon operational needs.
- Must be able to remain available to work when a public emergency or disaster occurs.

- Ability to rapidly acquire considerable knowledge of the legal, administrative, and procedural regulations related to the Volusia Sheriff's Office.

- Ability to serve the public and answer questions relating to the operation of the Section/Unit.
- Ability to read and comprehend technical and professional manuals and journals, financial reports, abstracts, legal documents, memos, instructions, and letters.

Required Knowledge:
- VSO General Orders and procedures.
- Knowledge of generally accepted accounting principles and procedures, particularly as they relate to governmental financial administration and bookkeeping, and ability to apply such knowledge to accounting transactions.
- Knowledge of computers, spreadsheet, and other financial software.
- Knowledge of the laws, rules, and regulations controlling fiscal record keeping.
- Knowledge of auditing accounting records.
- Modern office practices, procedures, and equipment.
