Licensed Engineering candidates external to TWDB will be eligible to receive a $5,000 recruitment bonus if selected Must meet agency in-office requirements Salary commensurate with experience and qualifications Please note: a resume must be attached to the application to be considered for this position Salary Ranges: Engineer I or Project Manager II-S: $6,126.00/month to $6,720.00/month Engineer II or Project Manger III: $6,721.00/month to $7,243.95/month Engineer II or Project Manger III-S: $7,245.00/month to $7,577.51/month GENERAL DESCRIPTION Performs routine (journey-level) to highly complex (senior-level) engineering work. Work involves the development and implementation of State funded programs. Provides oversight, technical review and evaluation of reports, and other project and program documents. Ensures programs and opportunities provide effective solutions to address important public health initiatives. May train others. Works under general to limited supervision, with limited to moderate latitude for the use of initiative and independent judgment. Reports to the Manager of the Program Administration State Program Department. ESSENTIAL JOB FUNCTIONS Review applications for financial assistance and advise applicants on the TWDB requirements according to the different funding programs. Assists in the development and implementation of the State programs and initiatives. Evaluates technical information from the U.S Environmental Protection Agency to implement the program funding. Gathers, analyzes, develops, and makes recommendations on technical/engineering aspects of program implementation. Serves as a technical/engineering resource for assessing similar programs in other states to implement or enhance the TWDB programs. Works closely with the technical/engineering staff at the Texas Commission of Environmental Quality to implement the program in a manner consistent with all state and federal regulations and compliance requirements. Serves as an engineering technical expert for all aspects of enhancing and implementing, the state programs water, wastewater, and flood projects throughout Texas. Prepares work process documents covering procedures applicable to the engineering functions within Program Administration & Reporting Division. Coordinates with various federal and state agencies regarding projects and programs. Conduct technical reviews and evaluations of engineering related financial assistance documents. Determine relevant deficiencies, options, and recommendations to ensure compliance with the TWDB rules and regulations. Works closely with the Regional Water Project Development Division staff in all aspects of program delivery. Provides information and assistance to TWDB staff and external stakeholders. Stays informed of changes to pertinent laws, regulations, guidelines, policies, and instructions, and correctly applies them to the programs. Maintains up-to-date knowledge of relevant laws, regulations, guidelines, policies, instructions, and accurately applies them to projects. Maintains confidential and sensitive information. Ensures individual, department, and division files (electronically) are appropriately maintained and disposed of in accordance with the agency's records retention procedures and schedule. May be required to operate a state or personal vehicle for business purposes. Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses. Performs other duties as assigned. MINIMUM QUALIFICATIONS Graduation from an accredited four-year college or university with a bachelor's degree in Engineering or a related field. Professional Experience: Candidates with a Texas Professional Engineer (P.E.) License: Engineer Classification Series: Engineer I Two years of relevant engineering work experience. Engineer III Five years of relevant engineering work experience. Candidates with Professional Engineer (P.E.) License in another U.S. State: Project Manager Classification Series: Project Manager II-S Entry level engineering work experience. Project Manger III Three years of relevant engineering work experience. Project Manager III-S Five years of relevant engineering work experience. License/Certification: Engineering Classification Series: Licensed as a Professional Engineer (P.E.) by the state of Texas. Project Manager Classification Series: Licensed as a Professional Engineer (P.E.) by another U.S. State AND the ability to obtain a Texas P.E. license within six months of hire. PREFERRED QUALIFICATIONS Graduation from an accredited four-year college or university with major coursework in Civil, Environmental, or Agricultural Engineering. Experience in project review, engineering review, or engineering related work. Experience in implementing state-funded programs and initiatives. Experience in operations, management, planning and/or design of water treatment, storage, and distribution systems. Experience in operations, management, planning and/or design of wastewater treatment plants and collection systems. Experience in operations, management, planning and/or design of flood control or stormwater management projects. Experience with water laws and federal and state programs and permitting. Experience in working in a team setting and reviewing other non-P.E. work. Floodplain Manager Certification. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs) Knowledge of local, state, and federal laws and regulations relevant to the Program Administration State Program Department. Knowledge of the principles and practices of public administration. Knowledge of project engineering development including engineering principles, practices, techniques, and procedures, applicable laws, regulations and rules for water, wastewater, and flood projects. Skills in using Microsoft Office programs such as Word, Excel, and Access. Skills in use of internet, email, word processing, spreadsheet, presentation, and database software. Skills in comprehending technical material, identifying, complex problems, and reviewing related information to develop, and evaluate options and implement solutions. Ability to maintain the security or integrity of critical infrastructure within Texas. Ability to meet agency in-office requirements. Ability to read all types of maps and drawings, especially construction plans. Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines. Ability to make mature, objective decisions and identify areas of potential problems. Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment. Ability to perform routine and non-routine work assignments accurately and on-time with little or no supervision. Ability to perform assigned duties and improve work habits and/or output. Ability to complete assigned work, on time, neatly and with infrequent errors. Ability to interpret policies, procedures, and regulations. Ability to provide prompt, courteous and accurate assistance and clear and concise communication to all stakeholders both verbally and in writing. Ability to work and cooperate with others in a team environment. Ability to manage multiple tasks. Ability to stand/sit/move to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs. Ability and willingness to travel 10% of the time, primarily within the State of Texas. Ability to operate a vehicle (state or personal) for state business and maintain a driver's license and driving record that complies with state and agency requirements.
