The MAA is currently accepting applications for the position Airport Division Fire Chief, Fire Prevention within the BWI Airport Fire and Rescue Department at the Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall Airport). Responsibilities Include but are not limited to: Managing all Fire Prevention and Inspection Programs to ensure processes and activities align with FRD, and MAA policies and procedures. Developing fire protection and detection initiatives and providing expert guidance to staff. Managing and enforcing state‑adopted fire prevention codes while advising staff and BWI tenants to ensure total regulatory compliance. Monitoring legislative updates and emerging regulations to determine operational impact, implementing necessary modifications to maintain code adherence. Coordinating the Baltimore/Washington International Thurgood Marshall Airport fire prevention schedule to ensure all inspections are completed on time and in strict accordance with codes, regulations, and Maryland Aviation Administration policies. Supervising Fire Inspectors, Fire Protection Engineers, and administrative support staff to ensure all fire prevention programs and work activities align with established codes, regulations, and scheduling requirements. Communicating organizational mission statements and objectives to staff, ensuring these goals are integrated into all fire prevention operations. Managing personnel actions, including approving leave requests, establishing performance standards, conducting annual evaluations, and overseeing the hiring and termination process. Reviewing new building modifications, construction projects, engineering issues, and permits through the planning and design review process, and working closely with Inspectors, Engineers, Project Managers, and Tenants, enforces all codes, rules, regulations, and directives as per the State of Maryland, MAA, MDOT, and BWI FRD. Work is performed at an airport fire station and at response locations throughout the airport, which are exposed to high noise levels from aircraft. The employee is required to work outdoors in all types of weather. In some emergency situations, the Airport Division Fire Chief wears protective clothing and may be exposed to hazardous situations. This position is an essential emergency position. All employees designated as emergency essential are required to be available to work during weather, operational and/or disaster emergency conditions. Furthermore, this position requires work in a 24- hour facility and you must be available to work any shift as required by the operational needs of the MAA. This position is located at BWI Marshall Airport in Anne Arundel County, MD. Qualifications
PREFFERED QUALIFICATIONS:
Education: Graduation from an accredited college or university possessing an Associate’s Degree in Fire Science, Fire Protection, or related field. Experience: Four years’ experience as a career fire officer, in the rank of Captain or above, at the Baltimore/Washington International Thurgood Marshall Fire and Rescue Department (BWI-FRD) or comparable airport, or municipality, or military fire department. Experience: Three years’ experience must include fire prevention, inspections, and investigations. The ideal candidate will have: Possesses a current Chief Fire Officer (CFO) or Fire Marshal (FM) designation issued by the Center for Public Safety Excellence. Demonstrated experience with FAA Part 139 Airport Certification requirements and compliance. Notes:- A Bachelor of Science Degree in Fire Protection Engineering, Fire Science, or closely related field from an accredited college or university can be substituted for two years of the required experience.
- Fire Marshall (FM) credential designation from the Center for Public Safety Excellence can be substituted for two years of the required experience.
- An employee in this classification will be assigned duties that require the operation of a motor vehicle. The employee will be required to possess and maintain a motor vehicle operator’s license valid in the State of Maryland.
- The employee shall have the following certifications from the National Incident Management System (NIMS) Incident Command System (ICS 100, 200, 300, 400, 700, and 800) at the time of application:
- Acceptable certification shall be from the National Pro Board, International Fire Service Accreditation Congress (IFSAC)/Department of Defense (DoD) Program certifications at the time of application.
- An employee in this option will be required to obtain an NFPA 1003 Airport Firefighter certification within six months after appointment to this classification.
- The employee will be required to possess a valid Maryland Emergency Medical Technician – Basic (EMT-B) certification issued by the Maryland Institute for Emergency Medical Services Systems (MIEMSS) within one year after appointment to this classification.
- The employee must take an annual medical and fitness evaluation to determine continued physical ability to perform the work.
- The employee, whose duties require the operation of a vehicle on runways or taxiways, is required to successfully complete training including annual renewal in the operation of a vehicle in the Movement Area of the BWI Airport.
- The employee shall obtain and maintain the appropriate Airport Security Identification badge in accordance with the Office of Airport Security policies and procedures.
- The employee shall obtain and maintain the appropriate U.S. Customs clearance in accordance with the applicable U.S. Customs policies and procedures.
- The employee in this classification is considered an “Essential Employee” and will be required to adhere to all policies and procedures relating to “Essential Employee” status.
- An employee in this classification is subject to substance abuse testing in accordance with the Transportation Code of Maryland Regulations 11.02.11, Testing for Illegal Use of Drugs.
- Candidates will be subject to pre‑employment testing in accordance with the Transportation Code of Maryland Regulation 11.012.11, Testing for Illegal Use of Drugs.
- Eligible applicants may be subject to background investigation under federal or State laws and regulations. A conviction is not an automatic disqualification to employment. Erroneous, misleading or fraudulent information on an application is sufficient grounds for rejection from the hiring process, removal of an list of eligibles, withdrawal of an offer for employment or immediate discharge.
- The employee may be subject to emergency recall 24 hours a day and may be required to maintain a reliable communication link (telephone) for the purpose of emergency call back requirements.
