HCD Financial Analyst Trainee (C26014) (Compliance Officer)

GRADE

17 - Salary range: $33.92 - $36.59 per hour, with potential for advancement up to $52.88 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $36.59.

POSITION DUTIES

The Division of Finance and Administration seeks an enthusiastic individual to serve as a Compliance Officer. Responsibilities include: Perform financial analysis, including account reconciliation, variance analysis, cash flow monitoring, and supporting high‑volume statewide financial operations within the General Accounting Unit. Analyze annual expenditures of approximately $800 million, including high‑volume RFP disbursements (~30,000 transactions annually), and analyze annual revenue (~$600 million) including incoming wires and paper checks. Conduct AP and AR aging analysis to monitor outstanding balances, identify delays in payments and collections, and evaluate trends impacting cash flow and operational efficiency. Perform account reconciliations for 99DEP, 99CBK, 84175, petty cash, and working fund; conduct variance analysis to identify discrepancies, unusual trends, and reconciliation differences; ensure timely resolution in coordination with internal controls, and the Accounting Procedures manual (APM) internal units and external agencies. MINIMUM QUALIFICATIONS

Bachelor’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university. A Certified Public Accountant (CPA) certification or eligibility to sit for the CPA Examination may substitute for the educational requirement. One year of professional financial analysis experience (e.g., managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real‑estate investment portfolio records and reports using generally accepted accounting principles) may substitute for the required education. U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes may substitute for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Experience using FMIS, Microsoft Office, and Google Suite. Experience with revenue and expenditure projections, forecasting expenses, overseeing federal grant funding, variant analysis and reporting. Strong analytical and problem‑solving skills, creating financial models using advanced Excel formulas, and preparation and review of financial statements and disclosures.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties requiring operation of a motor vehicle. If assigned such duties, employees must possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours per week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. Contractual employees are responsible for paying 25% of the premiums for medical and prescription coverage; the State of Maryland subsidizes the remaining 75%. Employees may also elect to enroll in dental coverage, accidental death and dismemberment insurance, but will be responsible for the full premium of these benefits. Leave may be granted to contractual employees who have worked 120 days in a 12‑month period; this leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
