Senior Full Stack .NET Developer

Job Summary:

The Senior .NET/SQL Full-Stack Developer will support, maintain, and enhance mission-critical applications for the Iowa Department of Health and Human Services. This hands-on role involves full-stack development using C# and .NET technologies, managing SQL Server databases and SSRS reports, troubleshooting production issues, and modernizing legacy systems. The developer will collaborate with stakeholders to deliver reliable, secure, and accessible solutions across multiple statewide programs. Responsibilities:

Develop, enhance, and support enterprise applications using C# and ASP.NET/.NET technologies.
Design, build, and maintain backend services, APIs, and middleware integrations.
Create, modify, and troubleshoot SSRS reports supporting business operations.
Design, optimize, and maintain SQL Server databases, stored procedures, and queries.
Analyze and resolve complex production issues across multiple applications and environments.
Support front-end application updates and enhancements as needed.
Modernize legacy applications and reduce technical debt.
Manage source control, deployments, and CI/CD processes using Azure DevOps.
Ensure applications meet accessibility requirements and compliance standards.
Collaborate with business stakeholders, analysts, QA teams, and technical staff to deliver solutions.

Required Skills & Certifications:

Bachelor s degree in Computer Science, Information Technology, or related field, or equivalent experience.
5+ years experience with C#, .NET Framework, ASP.NET, and ASP.NET Core development.
Advanced SQL Server skills including database design, stored procedures, query optimization, and performance tuning.
Experience creating and supporting SSRS reports.
Experience developing and consuming RESTful and/or SOAP services.
Proficiency with Azure DevOps for source control, CI/CD, and project management.
Experience supporting enterprise production applications across multiple layers (front-end, middleware, backend).
Knowledge of WCAG 2.1 AA accessibility standards and remediation practices.
Proficiency with HTML, CSS, and SASS.

Preferred Skills & Certifications:

Experience supporting government, healthcare, or health and human services systems.
Experience maintaining and modernizing legacy applications.
Experience with Angular framework.
Experience with GitHub version control.
Experience with AWS cloud services.
Accessibility certification or formal accessibility training.
Familiarity with USWDS design standards.
Background in UX design.
Experience with DOM processes and state IT frameworks.

Special Considerations:

Absences greater than two weeks require prior approval and must provide contact information.
Contractor must report any disciplinary actions or convictions to the State.
Use of AI-generated responses during screenings and interviews is strictly prohibited.
Selected candidate must complete additional background checks including fingerprinting and waiver forms.
Compliance with accessibility and security standards is mandatory.

Scheduling:

Position duration: October 19, 2026 through June 30, 2027.
Interviews scheduled between September 21 and 25, 2026; candidates must be available on these dates.
Work schedule details to be determined; may require flexibility to support production issues.
