Justice Program Associate - Entry or Senior

The DOJ, Division of Law Enforcement Services (DLES), Crime Information Bureau is currently seeking a talented professional to serve as a Justice Program Associate Entry or Senior role. The CIB manages four statewide programs: Transaction Information for the Management of Enforcement (TIME) System, state criminal history repository, Handgun Hotline, and concealed carry licenses and certifications. The Justice Program Associate-Entry or Senior level position will serve in CIB’s Firearms Unit. Position Summary This position will be headquartered at the Risser Justice Center, 17 West Main Street, Madison. Justice Program Associate – Entry Level This is the entry level for work involving the routine processing of criminal history information related to the CCW and HGH programs for the Division of Law Enforcement Services Crime Information Bureau (CIB) Firearms Unit. At this level the incumbent receives training to develop skills to apply state and federal laws, rules, regulations, administrative code, and standards required to perform specialized reviews for the issuance of licenses and certification cards to carry concealed weapons and approval of firearm purchases. This position assists other experienced staff or a supervisor; performs routine administrative tasks and provides customer service for routine background checks. This position works under close supervision. Justice Program Associate – Senior Level Under general supervision of the Justice Program Supervisor, the senior level provides the full range of criminal background activities related to the CCW and HGH programs. Duties include independently applying state and federal laws, rules, regulations, administrative code and standards required to perform the full range of specialized reviews for issuance of licenses and certification cards to carry concealed weapons, approval of firearm purchases, and management of criminal history records. At this level the incumbent processes approval, denials, and appeals; provides guidance to entry level associates; and provides customer service for routine and complex background checks and may act as a key resource for other justice program staff. Salary Information Justice Program Associate – Entry level is in pay schedule 02, pay range 11. Starting base wage $22.31/hour. Justice Program Associate – Senior level is in pay schedule 02, pay range 12. Starting base wage $24.12/hour. The starting level will be determined by the candidate’s qualifications at time of hire. Pay for current or former state employees will follow provisions of the State of Wisconsin Compensation Plan effective at time of hire. A 12-month probationary period may be required. Job Details This position starts on the first shift from 8:30 AM to 5:30 PM until training is completed. Then it transitions to the second shift from 12:30 PM to 9:00 PM with a weekend rotation every third week. This position works in‑person at the headquarters, with the possibility to work remotely up to 20% after training and probation. High‑speed internet access will be required for remote work. Travel to the headquarters is not eligible for travel reimbursement. The Department of Justice does not sponsor work visas. All persons hired must verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I‑9. Performing various administrative activities including but not limited to usage of modern office equipment, maintaining information files, and processing paperwork and/or application materials. Using Microsoft Suite products and other computer software to perform tasks (e.g., document creation, data entry, database management). In addition to the minimum qualifications, a well‑qualified applicant will also have professional experience in any of the following: Working in the TIME system, Federal, and Wisconsin Consolidated Criminal History database.
