Insurance Program Specialist (Outreach)

Summary

This position is located in Region 8. The ideal candidate for this position will serve as the primary regional liaison for flood insurance matters, coordinating with FEMA Headquarters, state insurance departments, and other stakeholders to implement and promote the National Flood Insurance Program (NFIP) as well as representing FEMA at meetings and events to encourage flood insurance participation and support mitigation initiatives.

What will I do in this position if hired?

In this position, you will serve as an Insurance Program Specialist (Outreach). Typical assignments include:

  • Overseeing and coordinating services provided by the insurance servicing contractor, re-solving insurance-related issues, and ensuring compliance with FEMA Headquarters policies and procedures.
  • Conducting regional analyses, developing reports, and serving as Community Information System (CIS) Coordinator, ensuring proper training and support for Regional and State personnel, and acting as point of contact for Write Your Own (WYO) companies.
  • Coordinating and providing guidance on complex insurance questions and issues in post-disaster situations, including outreach to agents, lenders, and State Insurance Commission offices, and support Joint Field Office (JFO) hot line operations.
  • Assisting in the development and implementation of administrative procedures, work plans, and corrective actions for insurance servicing contractors, ensuring quality and compliance with FEMA policies.

At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Key Requirements:

Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The qualification requirements listed below must be met by the closing date of this announcement.

To qualify for this position at the GS-13 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
  • Coordinating flood insurance activities under the National Flood Insurance Program (NFIP) including serving as liaison with partners at multiple levels of governments (e.g. local, state, etc.); AND
  • Resolving complex insurance servicing contractor issues (e.g. including developing work plans, implementing corrective actions, and ensuring compliance with FEMA policies, regulations, and procedures related to flood insurance operations); AND
  • Conducting outreach, training, and technical guidance for insurance industry partners agents, lenders, and regulatory agencies on NFIP requirements.
