RISE Services LLC is growing, and we need a leader who can manage both the people delivering our services today and the applications that will allow us to serve more people tomorrow.

We are seeking a highly organized, hands-on  Regional Director of Employment Services & Expansion to oversee employment programs in Delaware, Maryland, and Rhode Island while also coordinating provider enrollment and expansion projects in additional states.

We are considering qualified candidates who can be based at one of the following locations:

• Columbia, Maryland

• Frederick, Maryland

• Dover, Delaware

The final base location will be determined based on the selected candidate’s location and the organization’s operational needs. This is not a fully remote position. The selected candidate must be able to maintain an in-person leadership presence and travel throughout the assigned region.

Full-Time and Part-Time Options

RISE Services is considering both full-time and part-time candidates for this position.

Full-Time Option

The full-time position would combine regional leadership responsibilities with approximately 15–20 hours per week dedicated to Medicaid waiver, vocational rehabilitation, provider enrollment, and other state expansion applications .

The remaining work hours would focus on employee supervision, program operations, compliance, service quality, referral development, and regional growth.

Part-Time Option

The part-time position would initially provide approximately 10–20 hours per week , with the potential for hours to increase as new clients, employees, programs, and service areas are added.

The exact structure and primary responsibilities will be discussed during the interview process based on the candidate’s availability, experience, preferred base location, and the organization’s needs.

This is not a position for someone who only wants to manage from behind a desk. It is also not simply an administrative application-coordinator position.

We need a regional leader who can support employees, solve operational problems, represent RISE Services professionally, and take ownership of complex, multi-state expansion projects.

Primary Areas of Responsibility

1. Regional Employment Services Leadership

The Regional Director will help oversee RISE Services’ employment programs in Delaware, Maryland, and Rhode Island.

Responsibilities may include:

• Directing daily employment-service operations across the assigned region

• Supervising Employment Program Managers, Lead Employment Specialists, Employment Specialists, and other assigned employees

• Establishing clear expectations for service delivery, communication, productivity, documentation, and professional conduct

• Conducting individual supervision, team meetings, field observations, and performance follow-up

• Monitoring caseloads, staffing capacity, service utilization, authorizations, and program outcomes

• Reviewing documentation for accuracy, timeliness, quality, compliance, and billing readiness

• Addressing late or incomplete documentation, performance concerns, staffing gaps, and service interruptions

• Ensuring compliance with state vocational rehabilitation requirements, funding-source expectations, company policies, and CARF standards

• Supporting recruitment, interviews, onboarding, training, performance management, and employee retention

• Building relationships with vocational rehabilitation agencies, schools, employers, families, community organizations, and referral partners

• Conducting presentations and outreach activities to increase referrals and community awareness

• Preparing accurate reports regarding staffing, referrals, service delivery, documentation, compliance, and regional performance

• Escalating serious employee, client, safety, ethical, or compliance concerns appropriately

• Providing limited direct program coverage when necessary to protect service continuity

2. Provider Enrollment and Multi-State Expansion

The Regional Director will also coordinate government provider applications and expansion projects for RISE Services.

The initial focus may include Maryland, Delaware, Rhode Island, Kentucky, and other states or programs identified by the organization.

Application and expansion responsibilities may include:

• Reading application instructions and determining all required components

• Researching current requirements using official state and federal government sources

• Creating detailed application checklists, timelines, and responsibility assignments

• Completing provider applications, enrollment forms, and online submissions

• Coordinating Medicaid provider enrollment, Medicaid waiver, vocational rehabilitation, and other human-services applications

• Gathering corporate, programmatic, financial, clinical, compliance, personnel, and operational documentation from the appropriate departments

• Organizing application exhibits, policies, forms, attestations, and supporting evidence

• Uploading documents to government portals and maintaining accurate submission records

• Tracking submitted, pending, missing, rejected, corrected, and approved items

• Monitoring deadlines and ensuring applications do not remain inactive without follow-up

• Communicating professionally with government agencies and provider-enrollment representatives

• Responding to requests for corrections, clarification, or additional documentation

• Maintaining organized electronic files and a master expansion tracker

• Verifying that the current version of each application, regulation, manual, and submission process is being used

• Identifying questions that require executive, financial, legal, clinical, or compliance decisions

• Obtaining answers from the appropriate leader instead of guessing or submitting unsupported information

• Providing regular written updates concerning application status, barriers, deadlines, risks, and required decisions

• Supporting program implementation and startup planning after an application or provider enrollment is approved

Prior Medicaid enrollment experience is helpful but not required. RISE Services will provide organizational and program information. We need someone who can analyze requirements, organize the process, ask intelligent questions, and persist until each project is completed correctly.

In-Person and Travel Requirements

Applicants should carefully review the following requirements before applying:

• The position may be based in Columbia, Maryland; Frederick, Maryland; or Dover, Delaware.

• The final base location will be determined based on the selected candidate’s location and organizational needs.

• This is not a fully remote position.

• Initial orientation and training must be completed in person.

• Training may require attendance at the Dover office and other designated RISE Services locations.

• Regular travel within the candidate’s assigned area is required.

• Travel between Maryland and Delaware will generally be required at least monthly.

• Travel to Rhode Island will generally be required at least once each quarter.

• Some travel may require overnight stays.

• Additional travel may be required for agency meetings, program development, training, employee support, urgent operational matters, or expansion activities.

• The selected candidate must be able to maintain a visible and responsive leadership presence with employees and community partners throughout the assigned region.

Minimum Qualifications

• Bachelor’s degree in human services, rehabilitation, social work, psychology, education, workforce development, business administration, healthcare administration, public administration, legal studies, or a related field preferred; substantial relevant experience may be considered

• At least three years of relevant experience in human services, supported employment, vocational rehabilitation, disability services, healthcare administration, provider enrollment, licensing, credentialing, compliance, workforce development, or a related setting

• Previous supervisory, team-lead, project-management, or program-management experience

• Demonstrated ability to manage employees, complex projects, documentation, deadlines, and competing priorities

• Exceptional attention to detail and follow-through

• Strong research, writing, proofreading, and professional communication skills

• Ability to read, interpret, and apply detailed written instructions

• Ability to distinguish between administrative questions and matters requiring compliance, clinical, financial, legal, or executive review

• Ability to communicate professionally with government agencies and external partners

• Proficiency with Microsoft Office and the ability to learn electronic records, government portals, and project-management systems

• Ability to work independently without allowing projects to stall

• Ability to provide clear status reports and escalate barriers promptly

• Ability and willingness to complete required in-person training and recurring interstate travel

• Valid driver’s license, acceptable driving record, and reliable transportation

• Ability to satisfy all applicable background-check and employment-screening requirements

Preferred Qualifications

• Experience with supported employment, job development, customized employment, Pre-Employment Transition Services, or vocational rehabilitation

• Experience supervising employees across multiple offices, regions, or states
