Supervisory Budget Analyst

Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Facilities and Asset Management, Budget Division, Formulation and Analysis Branch. 1 vacancy in the following locations: Indianapolis, IN and Washington, DC. The position begins at a salary of $125,776.00 (GS‑14, Step 1) to $163,514.00 (GS‑14, Step 10). Duties The OFAM Budget Division manages, oversees, and coordinates OFAM‑wide financial management activities, including financial reporting, ensuring proper funding execution, developing strategic sourcing opportunities, and managing carryover and spend‑down plans. The division is responsible for budget formulation and execution functions such as reviewing the Resource Allocation Plan, Line of Business briefings, Office of Management and Budget justification documents, the President’s budget, and annual Spend Plan Build. Major duties for this position include, but are not limited to: Directing a team of employees who perform budget formulation, program planning, and budget execution tasks. Analyzing and identifying potential impacts and effects of new, revised, or proposed legislation, policies, procedures, executive orders, DHS and CBP directives on financial management and guidance from the Federal Accounting Standards Advisory Board and applicable OPM, GAO, and OMB guidance. Conducting research and preparing written responses to requests for OFAM’s review of budget‑related taskers. Serving as a principal advisor to management officials in OFAM to support the budget and formulation process. Reviewing and recommending formulation actions to assure effective objective accomplishment within available resources. Requirements U.S. citizen. Qualifications Experience GS‑14: You qualify for the GS‑14 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level performing duties such as: Researching and analyzing data, developing alternatives, and making recommendations to resolve finance‑related and non‑finance‑related problems. Managing the formulation and justification of a budget and serving as a technical authority on the long‑range funding needs for a major program/component. Formulating procedures for budgetary allocations and controls and other financial actions, including developing and recommending appropriation language changes regarding budget changes. Drafting analyses which evaluate the impact and significance to an organization’s budget of new or revised legislation, policies, procedures, and program requirements. Providing advice, direction, and recommendations to senior leadership on financial management, budget, and accounting issues, financial systems, and other financial management issues.
