POSITION DESCRIPTION POSITION: Human Resources Manager RESPONSIBLE TO: Human Resources Director SALARY: Step Range: 41($95,330)-50 ($124,384); Full Benefits CLASSIFICATION: Professional, Full-Time, Regular LOCATION: Klamath Tribal Health & Family Services, Klamath Falls, Oregon BACKGROUND: P.L. 101-630 POSITION OBJECTIVES The Human Resources Manager (HRM) partners with the Human Resources Director (HRD) to provide leadership, coordination, and operational oversight for key Human Resources functions that support organizational effectiveness and employee success. The HRM is responsible for employee relations, leave administration, recruitment and onboarding, HRIS administration, benefits and retirement coordination, compliance, workforce planning, organizational development, performance management, and HR operational projects. The HRM serves as a strategic resource to department directors and supervisors by providing guidance on personnel matters, workforce planning, organizational analysis, job classification, position description development, compensation benchmarking, process improvement, and HR best practices. The position develops standardized procedures, reporting tools, and operational workflows that improve efficiency, strengthen compliance, and support organizational growth. The Human Resources Manager directly supervises the Human Resources Assistant, collaborates closely with the Human Resources Director on departmental priorities, and serves as the acting supervisor for the Human Resources Generalist in the absence of the Human Resources Director. The ideal candidate is a highly organized, collaborative, and solutions-oriented human resources professional with strong analytical, communication, and leadership skills. They possess advanced proficiency with Microsoft Office Suite, HRIS platforms, SharePoint, Canva, and other business technologies, and have the ability to manage multiple priorities while supporting organizational effectiveness in a fast-paced, evolving Tribal Federally Qualified Health Center (FQHC) environment. MAJOR DUTIES AND RESPONSIBILITIES Employee Relations & HR Operations 1. Provides guidance and support to department directors and supervisors regarding employee relations, workplace concerns, investigations, performance management, coaching, corrective actions, conflict resolution, mediation, and policy interpretation. 2. Implements and promotes consistent application of personnel policies, SOPs, HR best practices, and operational improvements. 3. Maintains confidentiality while fostering positive employee relations and professional communication. Workforce Planning, Organizational Development & Performance Management 4. Partners with HRD, and leadership on workforce planning, staffing analysis, succession planning, organizational development, and strategic HR initiatives. 5. Coordinates job analysis, position description development, job classification, compensation benchmarking, market analysis, and organizational structure reviews with department directors, and leadership. 6. Supports performance management, employee development, and organizational effectiveness initiatives. 7. Leads HR projects, reporting, research, and continuous process improvement as assigned. Leave Administration & Compliance 8. Oversees FMLA, ADA, Workers' Compensation, and other protected leave programs. 9. Coordinates the interactive process, return-to-work planning, and leave communications. 10. Ensures compliance with Tribal, federal, and organizational requirements. HRIS, Systems Administration & Reporting 11. Administers HRIS, electronic personnel records, dashboards, reporting systems, onboarding workflows, and document management. 12. Develop reports, forms, templates, training materials, tracking systems, and standardized procedures. 13. Recommends and implements technology and workflow improvements. Recruitment & Talent Acquisition 14. Coordinates recruitment from requisition through onboarding, including postings, screening, interviews, background checks, offers, and onboarding. 15. Maintains applicant tracking systems, recruitment metrics, and hiring documentation. 16. Represents the organization at recruitment events and develops external recruitment partnerships. Benefits, Retirement & Disability Programs 17. Assists HRD with coordination of benefits, retirement, and disability program administration. 18. Serves as liaison with vendors and assists employees with program information and documentation. 19. Maintains tracking, reporting, and compliance documentation. Leadership & Department Support 20. Directly supervises the Human Resources Assistant. 21. Conduct annual performance evaluations, establish performance expectations, provide regular coaching and feedback, and support the professional growth and development of employees under direct supervision. 22. Serves as acting supervisor for the HR Generalist in the absence of the HR Director. 23. Supports New Hire Orientation, departmental reporting, cross-training, and HR operational initiatives. Other Duties 24. Provides recruitment and operational support to the HR team. 25. Participate in Tribal events, committee assignments, emergency response activities, and special projects. 26. Performs other duties as assigned. 27. Like all employees of the Klamath Tribes, the incumbent will be called upon to accomplish other tasks that may not be directly related to this position, but are integral to the Klamath Tribes’ broader functions, including but not limited to, assisting during Tribal sponsored cultural, traditional, or community events that enable the successful operation of programs and practices of The Klamath Tribes as aligned with The Klamath Tribes’ Mission Statement. Some of these tasks may be scheduled outside of regular work hours, if necessary. SUPERVISORY CONTROLS The Human Resources Manager directly supervises the Human Resources Assistant, collaborates closely with the Human Resources Director on departmental priorities, and serves as the acting supervisor for the Human Resources Generalist in the absence of the Human Resources Director. Conduct annual performance evaluations, establish performance expectations, provide regular coaching and feedback, and support the professional growth and development of employees under direct supervision. KNOWLEDGE, SKILLS, ABILITIES Thorough knowledge of federal, state, Tribal, and employment laws, regulations, and HR best practices, including FMLA, ADA, Workers' Compensation, HIPAA, and employee relations. Knowledge of compensation administration, job analysis, position classification, salary benchmarking, workforce planning, and organizational development. Ability to interpret and consistently apply Tribal personnel policies, procedures, and employment regulations. Strong analytical and organizational skills with the ability to evaluate organizational structures, staffing needs, operational processes, and workforce trends. Demonstrated ability to lead HR projects, implement process improvements, and develop standardized procedures. Advanced proficiency with HRIS systems, applicant tracking systems, SharePoint, Microsoft Office Suite, dashboards, reporting tools, and electronic records management. Ability to prepare, analyze, and present reports, metrics, and recommendations for leadership decision-making. Excellent interpersonal, verbal, and written communication skills with the ability to build collaborative relationships across all organizational levels. Demonstrated ability to coach, mentor, and advise supervisors on employee relations, performance management, corrective action, investigations, and conflict resolution. Ability to manage multiple priorities, exercise sound judgment, maintain strict confidentiality, and make independent decisions in a fast-paced environment. Ability to identify operational challenges and recommend practical solutions that improve organizational effectiveness. QUALIFICATIONS, EXPERIENCE, EDUCATION REQUIRED Bachelor's degree in Human Resources Management, Business Administration, Public Administration, Organizational Leadership, or a related four-year degree. (Please provide copies of degree and/or college transcripts.) REQUIRED Minimum of ten (10) years of Human Resources management experience with direct responsibility for employee relations, personnel administration, recruitment and onboarding, performance management, workforce development, HR compliance, and organizational support. REQUIRED Minimum of ten (10) years of direct experience administering and managing Family and Medical Leave (FMLA), Americans with Disabilities Act (ADA) accommodations, Workers' Compensation, return-to-work coordination, disability programs, and other protected leave or employment compliance programs. REQUIRED Minimum of ten (10) years of direct experience interpreting and applying federal, state, Tribal, and organizational employment laws, personnel policies, Human Resources procedures, and regulatory compliance requirements. REQUIRED Minimum of five (5) years of direct experience administering Human Resource Information Systems (HRIS), applicant tracking systems, SharePoint, electronic personnel records, reporting systems, database management, dashboards, tracking systems, and electronic document management. REQUIRED Minimum of ten (10) years of direct experience conducting job analysis, developing and maintaining position descriptions, performing job classification reviews, salary benchmarking, compensation analysis, workforce planning, organizational analysis, and process improvement initiatives. REQUIRED Minimum of ten (10) years of direct experience leading Human Resources projects, developing standardized procedures, implementing operational improvements, preparing executive reports and presentations, and supporting strategic organizational initiatives. REQUIRED Minimum of five (5) years of direct supervisory experience managing Human Resources staff, assigning work, conducting annual performance evaluations, coaching and mentoring employees, administering corrective action, and supporting employee development. REQUIRED Obtain the Tribal Human Resources Professional (THRP) certification, or another Human Resources certification approved by the Human Resources Director, within twelve (12) months of hire. REQUIRED Advanced proficiency with Microsoft Office Suite, including Excel, Word, Outlook, and PowerPoint, with demonstrated ability to develop reports, presentations, spreadsheets, forms, templates, dashboards, and business documents. REQUIRED to possess and maintain a valid Oregon Driver’s License, (out of state applicants must receive ODL within 90 days of hire), have good driving record and be insurable by the Klamath Tribal Health & Family Services’ vehicle insurance policy. (Must submit copy of driver license with application.) REQUIRED to submit to a background and character investigation, as per Tribal policy. Following hire must immediately report to Human Resource any citation, arrest, conviction for a misdemeanor or felony crime. REQUIRED to submit to annual TB skin testing and adhere to KTHFS staff immunization policy in accordance with the Centers for Disease Control immunization recommendations for healthcare workers. REQUIRED to accept the responsibility of a mandatory reporter in accordance with the Klamath Tribes Juvenile Ordinance Title 2, Chapter 15.64 and General Council Resolution #2005 003, all Tribal staff are considered mandatory reporters. REQUIRED to be free from exclusion from providing Federal health care benefits including Medicare and Medicaid as per the Federal OIG and GSA exclusion lists. Preferred Qualifications: Experience working in a Tribal government, Tribal health organization, Federally Qualified Health Center (FQHC), healthcare organization, or public sector environment. Professional Human Resources certification, such as THRP, PHR, SPHR, or a comparable Human Resources certification. Experience conducting compensation studies, salary benchmarking, market pricing, job classification, organizational design, workforce analytics, and strategic workforce planning. Experience implementing Human Resources technology, workflow automation, dashboards, reporting systems, electronic document management, and process improvement initiatives. Experience with Paylocity, SharePoint, Canva, Power BI, or similar Human Resources technology platforms. Knowledge of Indian Preference, Tribal employment law, Tribal governance, Tribal personnel policies, and employment practices. Indian Preference: Indian and Tribal Preference will apply, as per policy. (Must submit tribal documentation with application to qualify for Indian Preference).
