Transportation Planner I, II, or III

City of Santa Fe Springs

General Definition and Conditions of Work Performs complex planning, project management, and administrative work with a focus on transportation. Effectively manages multiple assignments and job duties, prioritizes workload, and exercises initiative while working with limited supervision. The primary duties of this position include transportation planning; project and program management; technical research and analysis; review of development applications, including traffic assessments; support for boards and commissions; preparation and presentation of agenda materials and public presentations; administration of the residential traffic management program and traffic counting activities; bicycle transportation planning; and related work as assigned. Work is performed under the supervision of the Planning and Transportation Administrator. This position provides opportunities for growth and advancement based on performance, professional development, and contributions to the department. Physical Requirements Work requires occasional exertion of up to 25 pounds. Requires standing, speaking or hearing and using hands. Requires walking frequently; may require sitting, climbing, balancing, stooping, kneeling, crouching or crawling. May require reaching, tasting or smelling. Requires close vision, distance vision, ability to adjust focus, depth perception, color perception, peripheral vision. Vocal communication is required. Hearing to perceive information. Requires preparation and analysis of written or computer data, visual inspection of small defects or parts, use of measuring devices, operate motor vehicles or equipment. Requires exposure to electrical shock, wet conditions, moving mechanical parts, high precarious places, fumes, toxic or caustic chemicals, outdoor weather conditions, extreme cold or heat, moderate noise. Essential Functions Prepare transportation plans, reports and elements as part of the long-range planning process. Participate in transportation programs, capital projects, and related mobility activities, including project management where assigned. Serve as staff support to the Town’s advisory board(s) related to transportation, including Safe Routes to Schools. Prepare and present agenda materials for Town Council meetings. Serve as staff liaison to government partners such as the Triangle West Transportation Planning Organization. Administer the Residential Traffic Management Plan. Manage the design process for certain bicycle and pedestrian transportation infrastructure projects. Prepare applications for bike/ped programs such as American League of Bicycles-Bicycle Friendly Communities, grant funding and related programs. Participate in the greenways planning process. Represent the Town as technical liaison to Transit Committees affiliated with local and regional transit providers. Respond to transportation issues, inquiries and concerns, including coordination with Town departments and government partners. Review proposals for new development projects, including rezoning, site plan and plat applications. Comment upon transportation issues, mobility options and trip generation/traffic assessments as appropriate. Work with the North Carolina Department of Transportation, Chapel Hill Transit and other partners on a variety of transportation issues. Minimum Qualifications – Position Progression A candidate may progress, or be offered if new, the I/II/III position depending upon their experience, job knowledge and performance. The Town may consider an equivalent combination of education, experience or training that provides the required knowledge, skills and ability to perform required job duties. Transportation Planner I Intent: Entry to mid-level role(s) in terms of experience, job duties and technical knowledge. Education: Bachelor’s Degree from an accredited college/university in planning, engineering, architecture, landscape architecture, or related field. Planning Background: Two (2) years of work in transportation planning or a related field. Experience: One (1) or more years of experience in local government. Certifications: Ability to obtain a recognized professional certification within two (2) years of start. Transportation Planner II Intent: Mid- to senior-level role(s) in terms of experience, job duties and technical knowledge. Education: Bachelor’s Degree from an accredited college/university in planning, engineering, architecture, landscape architecture, or related field. Planning Background: Four (4) years of work in transportation planning or a related field. Experience: Three (3) or more years of experience in local government, with two (2) years of experience working for the Town of Carrboro. Certifications: At least one (1) recognized professional certification such as AICP, CZO, PTP, PMP, PE, etc. Transportation Planner III Intent: Senior-level role(s) in terms of experience, job duties and technical knowledge. Education: Bachelor’s Degree from an accredited college/university in planning, engineering, architecture, landscape architecture, or related field. Planning Background: Six (6) years of work in planning or a related field. Experience: Five (5) or more years of experience in local government, with three (3) years of experience working for the Town of Carrboro. Certifications: At least two (2) recognized professional certifications; one (1) must be AICP certification. The other professional certifications may be CEP, CZO, LEED-AP, PTP, PMP, PE, etc. A master’s degree from an accredited college/university in planning, engineering, architecture, landscape architecture or related field may replace one (1) required certification. Education and Experience Bachelor's degree from an accredited college/university with coursework in transportation planning, transportation engineering, or related field. Possess experience in the transportation field involving preparation of plans, assessment/analysis and project management including the project development process for infrastructure. An equivalent combination of education and experience may be accepted. Knowledge, Skills, and Abilities Knowledge of planning principles and practices, including transportation planning, transportation funding, urban design, and the relationship between land use, zoning, development, and transportation. Knowledge of land development regulations, ordinances, and related codes. Proficiency in quantitative and qualitative analysis methods, including GIS. Analyze complex planning issues; prepare and present technical reports; communicate effectively in oral and written formats; establish and maintain effective working relationships with elected officials, advisory boards, committees, staff, consultants, developers, and the public. Experience with transportation planning activities, including traffic data collection and analysis, review of transportation impact assessments related to development proposals, project management, consultant procurement processes (RFLOI/RFQ/RFP), grant administration and reporting. Bicycle and pedestrian planning experience and relevant certifications, such as League Cycling Instructor (LCI) certification through the League of American Bicyclists. Health Insurance The Town provides a group medical insurance including family coverage through our medical provider, Blue Cross Blue Shield of North Carolina. The Town pays 100% for the cost of employee-only coverage and shares the costs of adding family members (including domestic partners) to the town plan. Health insurance is effective the first day of the month following a new hire's start date. Dental Insurance Dental insurance is an optional benefit administered through our dental provider, Blue Cross Blue Shield of North Carolina. Dental coverage is paid for by the employee. Coverage for eligible dependents is also available. Vision Insurance Vision insurance is a benefit offered through Blue Cross Blue Shield of North Carolina. The Town pays 100% for the cost of employee-only coverage. The Town shared the costs of adding eligible family members to the plan. Flexible Spending Account An optional benefit offered through our provider, Flex. Eligible health and dependent care expenses can be paid for with pre-tax dollars allocated onto a Visa card. Paid Time Off Annual Leave: Permanent full‑time employees earn between 12 and 26 days per year depending upon years of service. Permanent part‑time employees accrue a prorated amount of leave based on hours worked. Sick Leave: Permanent full‑time employees accrue at a rate of one day per month of service or twelve days per calendar year. Shift employees earn five, twenty‑four‑hour tour‑of‑duty days per calendar year. Permanent part‑time employees accrue a prorated amount of leave based on hours worked. Paid‑Time Off: Permanent full‑time employees receive three (3) days per calendar year of time to be used as needed. Time is pro‑rated to employee's start date. Permanent part‑time employees accrue a prorated amount of leave based on hours worked. Paid Caregiver Leave: Qualifying employees receive 240 hours of Paid Caregiver Leave to care for an immediate family member including birth or placement of a child in the home for adoption or foster care. This leave does not come from employee's leave bank. Paid Holidays: There are 13 official Town holidays. Employees in full or permanent part‑time positions are eligible for paid holiday time. Local Government Retirement System All employees in a permanent full or part‑time position are required to contribute to the NC local government retirement system. Contributions are taken on a pre‑tax basis. The current contribution amount is 6%. Supplemental Retirement Plan The Town makes a contribution of 5% for law enforcement officers and 3% for all other employees to town‑sponsored 401(k) administered through Empower. No employee match is required; however, employees have the option of making contributions on a pre‑or post‑tax basis. Employees also have the option of contributing to an NC 457 retirement plan. Disability and Life Insurance Town Paid: The Town covers both long‑term disability and life/AD&D insurance for permanent employees. Employee Paid: Employees have the option of enrolling in accident, critical illness, short‑term disability, and purchasing supplemental life and dependent life insurance at their own expense. Employee Assistance Program Employees and their dependents are eligible to receive free and confidential 24/7 counseling through the Town's Employee Assistance Program. Additional Benefits Annual Service Level Benefit payment based on years of service beginning year zero (0) of permanent full‑time employment. Paid in December each year. O2 Fitness membership paid for by the Town for permanent employees and dependents. Credit Union: Employees of the Town of Carrboro are eligible to open accounts at the Local Government Federal Credit Union. Tuition assistance is available upon completion of the initial probationary period. Bilingual/Multilingual Compensation Program: $1250 annual stipend for certified bilingual/multilingual employees who provide translation and interpretation services for the Town once they successfully complete proficiency certification.
