POSITION SUMMARY:

Under the general supervision of the Head of Human Resources, the Payroll Operations & Compliance Specialist, is responsible for the accurate and timely end-to-end processing of the Companies’ weekly and biweekly payrolls for approximately 300 employees across multiple locations and states. This position maintains and audits payroll records, researches and resolves payroll discrepancies, supports compliance with applicable federal, state, and local requirements, and partners with Human Resources, Finance, Operations, employees, and external vendors to ensure effective payroll administration.

Payroll Operations

1. Process end-to-end weekly and biweekly payrolls accurately and timely for approximately 300 multi-state employees.

2. Review payroll data, timekeeping records, earnings, deductions, reimbursements, garnishments, taxes, and benefit deductions for accuracy.

3. Maintain the confidentiality and security of payroll, employee, tax, banking, and other sensitive information.

4. Research payroll discrepancies, communicate findings, and process necessary corrections.

5. Maintain accurate payroll records, including paid sick leave, vacation or PTO, and other applicable leave accruals.

6. Maintain payroll system data and support the implementation, testing, and validation of payroll system updates, configurations, and enhancements.

7. Follow established payroll controls, approval processes, and audit procedures to protect payroll accuracy, confidentiality, and data integrity.

8. Process new hires, terminations, wage changes, bonuses, commissions, deductions, and other payroll-related transactions.

9. Support year-end payroll activities, including W-2 review, reconciliation, and distribution.

10. Prepare payroll funding, reconciliation, and general ledger reports in coordination with Finance.

11. Provide exceptional customer service while maintaining confidentiality and professionalism in all employee interactions.

 

Payroll Compliance

1. Research and monitor federal, state, and local payroll laws and requirements in each jurisdiction in which the Companies employ individuals.

2. Support compliance with wage and hour, payroll tax, final pay, paid leave, deduction, garnishment, reimbursement, and payroll recordkeeping requirements.

3. Review multi-jurisdictional tax withholding and unemployment insurance requirements and coordinate necessary registrations or corrections with internal and external partners.

4. Assist with payroll audits, tax notices, agency inquiries, reconciliations, and year-end reporting.

5. Identify potential payroll compliance concerns and promptly escalate issues to the Manager, Human Resources.

6. Recommend and implement approved payroll process changes resulting from changes in applicable laws or Company practices.

7. Serve as a primary point of contact for employees and managers regarding routine payroll questions, escalating complex compliance matters as appropriate.

8. Continuously monitor changes in payroll legislation and recommend policy, process, and system improvements to maintain compliance and operational excellence. Perform other duties as assigned;

 

Perform other duties as assigned and maintain professional knowledge through relevant training, educational programs, and industry resources.

 

 

MINIMUM QUALIFICATIONS:

Experience & Knowledge:

· Three to five years of recent payroll processing experience, including responsibility for multi-state payrolls with multiple pay frequencies.

· Experience independently processing payroll for a similarly sized workforce preferred.

· Demonstrated knowledge of federal, state, and local payroll requirements.

· Experience processing weekly and biweekly payrolls.

· Experience supporting California payroll strongly preferred.

· Experience using payroll and HRIS platforms.

· Strong payroll reconciliation and auditing skills.

· Intermediate to advanced Microsoft Excel skills, including pivot tables, lookup functions, formulas, and data analysis.

 

Skills and Abilities:

 

· Ability to interpret payroll reports, identify discrepancies, and recommend appropriate corrections.

· Ability to manage multiple payroll deadlines and competing priorities.

· Strong written and verbal communication skills.

· Excellent organizational skills and attention to detail.

· Ability to work independently, exercise sound judgment, and escalate concerns appropriately.

· High degree of discretion and ability to maintain strict confidentiality.

 

Education:

Bachelor’s degree preferred; Payroll certification a plus

 

Certifications:

Payroll certification, such as Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP), preferred but not required.

 

Language:

English

 

Technical Knowledge: Proficiency with payroll and HRIS platforms and Microsoft Office, with intermediate to advanced proficiency in Excel. Ability to learn and effectively use additional payroll, timekeeping, reporting, and business systems.

Effort required:

Physical Activities: This position primarily requires prolonged periods of sitting while working at a computer. The employee must occasionally stand, walk, reach, and lift or move items weighing up to 10 pounds. The noise level in the work environment is usually low to moderate.
