Naval Facilities Engineering Systems Command (NAVFAC)
Summary You will serve as a ARCHITECT in the Naval Facilities Engineering Command of NAVAL FAC ENGINEERING CMD WASH. Duties You will be directly responsible for executing in-house architectural design work products and services within specified milestones and quality standards.You will analyze and design extensive architectural alterations and modifications to existing facilities to meet the ever-changing demands placed upon the shore establishments of the Navy, Marine Corps, and other Supported Commands.You will participate in on-site Functional Analysis Concept Development (FACD) and/or charrette to determine functional requirements and develop concept design for large, complex projects.You will investigate or evaluates architectural issues and concerns in existing facilities, and develop reports that include recommendations and options for remediation or corrective measures, as applicable.You will plan and lead project design conferences/work sessions and on-site Functional Analysis Concept Development (FACD) and/or charrettes with stakeholders to determine project requirements and to develop concept designs.You will identify areas of risk associated with advanced planning, design and construction and develop mitigation strategies or alternatives.You will prepare correspondence, reports, and economic analyses. Prepares written and oral presentations regarding architectural-related topics. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: NOTE: This information must be supported in your resume to be considered for the position. This position has a Selective Placement Factor (SPF) at the GS-13 level that will be used to screen out ineligible candidates which is CURRENT registration as a Professional Architect (RA) in any state, the District of Columbia, Guam, or Puerto Rico (NOTE: You must submit a copy of your current registration with your application to be considered for the GS-13 position). In addition to the SPF and Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience. For the GS-13 level your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading the production of construction document (plans & specifications) for large and/or highly complex buildings (i.e., multi-story office buildings, training facilities, multi-purpose buildings, aircraft hangars, medical facilities maintenance shops, food service facilities, and/or large housing projects), including architectural design drawings, plans, specifications, and design-build requests for proposal; Reviewing facilities construction submittals for conformance to the requirements of architectural contract drawings / specifications as well as requirements for state / local regulatory agencies; Experience in the coordination and management of multiple disciplines in to the overall Architecture of projects. Must be able to conceptualize complex Architecture and Engineering designs for the project and coordinate creative solutions; Resolving architectural construction and design issues encountered during the performance of construction; Acting as discipline specific (architectural) mentor to junior architectural engineering staff. Education Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: A. I have a bachelor's or higher degree in architecture. OR B. I have a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR C. I have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. My curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR I lack a degree in architecture, but I have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that I have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required). Additional Information This position is covered by the Department of Defense Priority Placement Program.
