Overview The Data Visualization Engineering Technician 4 serves as a senior‑level technical contributor based in the headquarters of the Forecasting and Visualization Section of TDOT's Planning Division. The position supports the design, development, presentation, and maintenance of interactive dashboards, maps, and data visualizations that empower data‑informed decision‑making across TDOT. The technician collaborates with planners, analysts, GIS specialists, and data engineers to produce accurate, accessible, and user‑centered visualization products. Key tools include Power BI, ESRI ArcGIS Online, and ESRI ArcGIS Pro. Qualifications Education equivalent to graduation from high school and four (4) years of relevant transportation operations experience and completion of the Engineering Technician Proficiency Program levels I through III. Education equivalent to graduation from high school and four (4) years of relevant transportation operations experience including at least one (1) year of leading crews or teams on assignments or training employees, with effective communication skills. An associate degree in a related field may substitute for two (2) years of experience as outlined. Relevant transportation operations experience shall include full‑time work in areas such as: Transportation‑related construction and quality control inspections Materials and testing Surveying Transportation project operations and documentation Transportation Systems Management and Operation (e.g., Freeway, ITS, EMS, Freight, TIMs, ICM systems, and Active Transportation and Demand Management) Special Qualifications Possess and maintain a Class D driver's license valid in Tennessee. Some positions may require a Class A Commercial Driver's License with an N endorsement, obtainable within 11 months of hire, without a Code O restriction (Code 52 restriction is allowable). Conditions of Employment Must pass a drug test prior to employment for commercial driver and safety impact positions; ongoing testing during employment. Incorporation of overtime, weekends, night shifts, and on‑call rotation. Extended durations outdoors in extreme weather; working in and around construction and vehicular traffic. Walking on uneven terrain, climbing ladders and construction scaffolding, carrying equipment and samples exceeding 25 pounds, and driving long distances as part of daily duties. Performing work that requires the wearing of personal protective equipment. Hybrid work schedule: three days in office, two days remote. Responsibilities Develop, present, and maintain dashboards, web maps, and interactive visualizations using Power BI, ArcGIS Online, and ArcGIS Pro. Collaborate with data engineers, GIS staff, and planners to integrate reliable, well‑structured datasets into visualization platforms. Monitor data quality issues, troubleshoot visualization performance, and ensure data accuracy across published content. Apply industry and department standards for usability, accessibility, and visual clarity to support communication with diverse audiences. Assist in developing and maintaining standardized templates, style guides, and reusable components for consistent quality across TDOT products. Optimize dashboard speed and scalability, particularly with large or complex datasets. Translate stakeholder needs into clear visual formats and iterate designs based on testing and feedback. Support the department's self‑service business intelligence initiatives by preparing curated datasets, documentation, and training materials. Maintain version control, metadata, and documentation for all published dashboards and workflows. Contribute to data governance by ensuring visualizations follow established policies for security, accessibility, and public transparency. Monitor emerging tools, libraries, and techniques, and recommend enhancements or improvements. Competencies Knowledgeable of the Tennessee Manual on Uniform Traffic Control Devices (MUTCD). Knowledgeable in transportation operations safety procedures. Knowledgeable in administering contracts. Skilled in report and form writing. Ability to read, interpret, and apply information from statutes, policies, procedures, specifications, and construction drawings. Knowledge in reviewing and enforcing traffic control and work zone safety plans.
