This position may be eligible for telework for applicants who reside in Minnesota (or a bordering state within 50 miles of the office location). Employees living within 50 miles of the office location listed above may be required to work in the office at least 50% of the time each month. For those who live more than 50 miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time. Job Summary The CAP Compliance Administrator leads compliance, risk management, policy development, and grant oversight activities for MNsure’s Consumer Assistance Program, which supports more than 2,000 navigator, Certified Application Counselor, and broker partners. This position builds and drives a culture of compliance and ethics by conducting risk assessments, coordinating audit responses, supporting investigations, and implementing statewide and federal compliance requirements. The role also manages grant oversight activities and supports contracting, solicitation, and rulemaking processes. Lead program compliance and risk assessments Implement internal controls and oversee audit responses Coordinate compliance activities with internal and external partners Develop and maintain program policies and procedures Ensure alignment with state and federal statutes and regulations Administer grant contracts and monitor grantee performance Conduct financial and risk reviews for grant recipients Support contracting, solicitations, and RFP development Participate in rulemaking and cross-agency workgroups Develop and deliver compliance-related training Maintain ethical standards and protect not-public data Build and maintain relationships with consumer assistance partners Qualifications Minimum Qualifications Three (3) years of professional experience demonstrating the following: Conducting compliance reviews, risk assessments, or internal controls evaluation. Interpreting and applying state and federal statutes, regulations, or administrative policies. Experience in grants management, financial oversight, or monitoring activities. Developing or evaluating policies, procedures, or operational processes. Working collaboratively with internal and external partners. Strong written and verbal communication skills, including technical writing and presenting complex information to non‑technical audiences. Preferred Qualifications Experience with government auditing standards or compliance frameworks. Experience working with health care, insurance, or public program administration. Experience with statewide accounting systems or grant management systems. Knowledge of MNsure programs, funding streams, and operational processes. Experience leading cross‑functional projects or committees. Strong problem‑solving skills and ability to work independently in a fast‑paced environment.
