Position Summary We are seeking an Emerging Threats Portfolio Lead to build, scale, and lead a portfolio of work across national security and complex risk environments, primarily within DoD/DoW, DHS, and related agencies. This is a growth leadership role for someone who can identify opportunities, shape work before it exists, build trusted client relationships, win new business, and lead high-performing teams. The ideal candidate is not simply a subject matter expert; they are a portfolio builder, business developer, and operator who can scale both revenue and organizational capability. Emerging threats may include cyber policy and information risks, critical infrastructure resilience, strategic competition, disinformation, public health security, supply chain vulnerabilities, CBRNE, and other complex national security challenges. This is a portfolio growth and business leadership role focused on emerging threats policy, resilience, and national security-not a technical cyber or emergency management role. What You'll Do Build & Grow a Portfolio
- Working with our Business Development team, establish and grow a book of business within DoD/DoW, DHS, and adjacent mission spaces
- Inform a qualified pipeline with clear ownership of growth targets
- Convert opportunities into wins, including new work and expansion efforts
- Shape opportunities pre-RFP through direct client engagement
- Build relationships with decision-makers and partners
- Lead or support capture, including positioning, teaming, and solutioning
- Contribute directly to revenue growth and profitability.
- Lead execution across a portfolio, ensuring strong client outcomes, quality, and margin
- Serve as a trusted advisor in high-consequence environments

- Build and grow CONSTANT's presence in emerging threats and resilience through client engagement, strategic partnerships, thought leadership, and business development.
- Help evolve offerings aligned to client needs
- Must be based in the Washington, DC / National Capital Region
- Hybrid; most work is remote with regular in-person client engagement
- Travel outside of the National Capital Region is approximately 10%
- 10+ years supporting DoD/DoW, DHS, FEMA, CISA, DTRA, homeland security, resilience, emergency management, national security, cyber policy, critical infrastructure, or related federal mission areas.
- Experience contributing to or leading pipeline development and capture
- Strong network within DoD/DoW, DHS, or related federal agencies.
- Experience leading complex program delivery (scope, budget, staffing)
- Experience operating in a consulting, advisory, or professional services environment.
- Ability to obtain a Top-Secret security clearance
- Prior management of a portfolio of projects with DHS and/or DoD/DoW related to CONSTANT's mission, capabilities, and targets
- Proficiency with ERM and CRM tools
- Base salary: $140,000-160,000
- Performance-based bonus with meaningful upside tied to revenue generation (including expansion work), portfolio growth, and delivery outcomes
