SUPERVISING ENGINEER

Responsibilities Manage planning, design, implementation, and optimization of complex automation and SCADA systems across municipal drinking water. Oversee full project lifecycle from risk assessment through design review, construction support, startup testing, and commissioning. Develop and review control system designs, control narratives, PLC/HMI code, test procedures, and system submittals. Manage interactions with Process Control System Integrators and software developers; perform detailed reviews of PLC, HMI, and communication configurations before deployment. Design and implement control solutions, algorithms, reporting systems, and replace obsolete hardware. Maintain and troubleshoot communication networks, servers, workstations, and real‑time HMI systems. Provide supervision and coordination of technical personnel and projects, possibly supervising multiple contracts and projects of substantial monetary value. Offer technical analysis and information to develop solutions and improve systems and plans. Evaluate proposals and recommend projects. Review and comment on construction submittals. Establish goals, develop and evaluate performance of personnel and/or projects. Conduct on‑site project inspections and investigations. Respond to inquiries by departments, consultants, agencies, and the public. Attend meetings and conferences. Establish defined measures and goals for performance evaluations. Working Conditions This position requires considerable physical exertion, including climbing ladders, lifting objects up to 20 pounds, and maintaining awkward positions for extended periods. Exposure to heat, cold, moisture, and air pollution may occur. Educational Requirements Graduation from an approved engineering curriculum with satisfactory standing. OR Graduation from an engineering or related science curriculum at a recognized institution and passage of the eight‑hour Fundamentals of Engineering exam. Experience Requirements Six (6) years of active engineering practice after graduation, with at least one year as a licensed Professional Engineer. A Master’s degree in Engineering may substitute up to two years of experience. License Requirements Registration as a Professional Engineer in Texas; a specific branch may be required. Engineers from outside Texas must be hired under supervision of a licensed PE in Texas and obtain a Texas PE license within six months of hire. Preferred Qualifications 5–10+ years of experience in industrial control systems, SCADA development, or automation engineering. Hands‑on PLC programming and HMI/SCADA platform experience. Experience designing and reviewing control narratives, P&IDs, I/O lists, and testing specifications. Familiarity with networking technologies used in industrial automation. Experience with system commissioning, FAT/SAT testing, and functional testing. Ability to develop safe control algorithms, failsafe, and reporting systems. Veteran preference: Preference shall be given to eligible veteran applicants who possess the qualifications necessary for competent discharge of the duties involved in the position, in accordance with Executive Order 1‑6. Safety Impact Position Yes – this position is subject to random drug testing. For promotional positions, a drug test assignment must be passed. Salary Information Pay Grade 29. Salary is determined by the candidate's qualifications and the pay rates of other employees in this classification.
