Senior Human Resources Professional

This is a senior professional and technical position responsible for performing a variety of duties in the areas of recruitment and testing; classification and compensation; benefit administration, legal and regulatory compliance, conflict resolution and other Human Resource functions. Work involves considerable contact with departmental officials, employees, and the public. Assignments are received orally and in writing and the incumbent is expected to exercise independent judgment in planning work details and in making technical determinations.

Duties and Responsibilities

Plans, develops, coordinates and implements recruitment processes for vacant positions. Evaluates recruitment process and utilizes the best recruitment techniques for each position. Prepares job announcements and recruitment information, screens resumes, researches and utilizes applicable testing procedures, develops interview questions and coordinates oral board interview process. Conducts and coordinates reference and background checks, including CDL checks when applicable. Makes job offers and coordinates start dates and orientations. Manages the activities related to the City's benefit plans, including planning, developing, researching, proposing and implementing plan changes, updates and new plans. Administers the City's benefits plans; works with HR Analyst to ensure enrollment, eligibility, changes and cancellations are processed and participant/plan and payroll deduction issues are resolved. Works with Director of Management Services and HR staff, insurance brokers, providers and other benefit vendors on developing benefit plan designs and proposals for annual open enrollment; coordinating meetings and the open enrollment process, and preparing participant information and plan documents. Assists employees with benefit questions and resolving issues, and keeps Director of Management Services apprised of any issues of concern. Assists in the administration of the classification and pay plans; conducts salary surveys, field/desk audits related to the classification and/or reclassification of positions, and prepares reclassification reports summarizing findings and recommendations. Collects wage data for annual market survey; participates in analysis of pay data and preparation of annual pay plan. Administers the City's HIPAA plan; ensures compliance, provides necessary training and program information and serves as the HIPAA Privacy Officer. Advises department officials and City employees on the policies, rules, regulations and procedures relating to various employee programs such as general leave, short-term disability leave, worker's compensation, performance evaluations, retirement, COBRA and other employee benefits. Conducts employee orientations and exit interviews. Conducts studies and research on a variety of human resource topics, including benefits, salary, policies and procedures and human resources trends; makes recommendations to Director of Management Services based on findings. Researches data and prepares records and reports as requested; works on special and on-going projects as requested by the Director of Management Services. Responds to various wage/benefit, recruitment and personnel practices surveys from other jurisdictions. Researches and analyzes regulatory issues impacting HR programs and services to ensure compliance; keeps Director of Management Services apprised of potential or changing regulations; prepares various state and federal statistical and narrative reports. Promotes good employer/employee relations. Facilitates and mediates conflict resolution between individuals and within work groups when they arise. Assists in the automation of records/reports in the Human Resources Division. May supervise other employees

Education and Experience

Graduation from an accredited four-year college or university with major course work in human resources administration or a related field; and three years of human resources and benefits administration experience at a professional level; Master's degree preferred.

PHR Certification desirable. Knowledge of the principles, practices and methods of human resource management, public administration, personnel management and organizational development. Knowledge and understanding of federal laws, state statutes and City ordinances related to human resources, in particular benefits administration, Family and Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), Americans with Disabilities Act (ADA), Consolidated Budget Reconciliation Act (COBRA), Health Insurance Portability and Accountability Act (HIPAA), Immigration and Naturalization Act, and Title VII. Knowledge of the essential aspects, educational and training requirements of a wide variety of positions. Ability to secure the confidence of and establish and maintain effective working relationships with department heads, employees, applicants, other governmental officials, citizens and fellow professional associates. Ability to interpret, understand and apply complex laws, policies, statutes, regulations and plan documents. Ability to gather and analyze moderately complex data. Ability to communicate effectively, orally and in writing, and to prepare comprehensive reports. Ability to meet and deal with the general public in an effective and friendly manner. Ability to facilitate and mediate conflict resolution between individual and within work groups.

Must pass a background and drug screen Hiring Range: $80,956 - $97,147/yr. DOQ Full Range: $80,956 - $113,338
