Description
Performs on-site inspections for HVAC installations. Works closely with contractors and building owners to determine compliance of newly constructed, remodeled and existing structure to state and local codes. Examines construction plans and blueprints to determine compliance to applicable codes. Initiates compliance actions when violations are found. Maintains records and prepares a variety of reports along with assisting residents with questions regarding heating, refrigeration and plumbing systems.

High School Diploma with a minimum of 4 years of experience in heating, ventilation and air conditioning (HVAC) preferred; registered as a Mechanical Inspector and Plan Reviewer under Act No. 407 of the Public Acts of 2016 in the State of Michigan. Associate's degree preferred. Special Skills & Training
Basic computer skills in word processing and basic experience with BS&A permit tracking software preferred. Start Date

Physical Demands & Requirements
While performing the duties of the job, the employee is required to sit, walk, talk, use hands or fingers; to handle or operate objects, tools, or controls; and to reach with hands and arms. The employee is required to climb, balance, stoop, kneel, crouch, crawl, and enter crawl spaces. The employee may occasionally lift and/or move objects up to 50 pounds and must have the ability to tolerate heights. Work Environment
Work is performed in the office, in a vehicle, at construction sites, and outside in all weather conditions including temperature extremes. Exposure to muddy, icy, and uneven terrain, animals, odors, and noise.

PAID TIME OFF
Employees earn paid vacation based on years of service, beginning at 10 days per year and increasing with tenure up to 25 days per year. Vacation eligibility is determined annually. Upon successful completion of the probationary period, employees are also entitled to three personal business days each year.
There are thirteen and one-half (1/2) paid holidays each calendar year: New Year's Day, Martin Luther King Jr. Day, President's Day, Good Friday, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, Day after Thanksgiving, Day before Christmas, Christmas Day, and Day before New Years.
MEDICAL BENEFITS
Medical and prescription drug coverage is offered through Blue Cross Blue Shield of Michigan. An employee has the choice between three PPO plans and pays a monthly premium determined annually during each open-enrollment period which is in January of each year. New employees are eligible for medical coverage the first of the month following 30 days of employment.
The City also allows full-time employees who have health insurance through another provider to opt out of the City's medical coverage and receive $400 per month in lieu of coverage.
DENTAL & VISION
Dental and vision insurance are also available for regular employees through Delta Dental and Blue vision with VSP, respectively. The employee does not pay a monthly premium determined annually during each open-enrollment period which is in January of each year. Vision coverage becomes effective on the first of the month following the employee's hire date, while dental coverage begins on the first of the month after 30 days of employment.
LIFE INSURANCE
Life Insurance is provided to each full-time employee by the City at no cost to the employee in an amount of $40,000. HEALTH & FLEXIBLE SPENDING ACCOUNT Health Savings Account (HSA) Available only to employees enrolled in the High Deductible Health Plan. City contributes: $500 and $1000 for two-person & family. You can make additional pre-tax contributions up to the IRS annual limit. Funds roll over year to year and remain yours even if you change jobs. Use for medical, dental, vision, and prescription expenses. Flexible Spending Accounts (FSA) Available to all benefit-eligible employees. Funded by employee pre-tax payroll contributions.
DEFINED BENEFIT PLAN
The City offers a Defined Benefit pension plan that provides a secure, lifetime retirement benefit based on years of service and final compensation. Employees may also participate in optional Deferred Compensation (457) plans through MissionSquare or Nationwide to supplement their retirement savings.
RETIREMENT HEALTH SAVINGS PLAN
The City offers a Retirement Health Savings Plan to help employees cover healthcare costs in retirement. Employees contribute 1.5% of their pay, and the City contributes $1,400 annually.
TUITION REIMBURSEMENT PROGRAM
The City offers 100% tuition reimbursement for approved courses, including required books, when the employee earns a grade of "C" or better. Reimbursement is available up to $300 per credit hour (with annual maximums as defined by the program) and up to $4,000 per year per employee, plus coverage for registration fees and City-related skill-development courses.
VOLUNTARY SUPPLEMENTAL BENEFITS
Employees may enroll in the City's voluntary supplemental benefit program, which includes pet insurance, identity theft protection, voluntary life and AD&D insurance, and legal assistance. EMPLOYEE ON-SITE WELLNESS CENTER

Examples of Duties
ESSENTIAL FUNCTIONS
- Reviews construction plans and blueprints noting materials and methods to be used, issuing permits and approving construction when requirements are complied with for heating and refrigeration systems.
- Conducts on-site inspections, examining heating and refrigeration systems, materials and methods used and tests circuits, connections, fuel lines, etc., making sure they meet requirements.
- Issues violation notices when necessary.
- Assists contractors and residents providing technical advice and information on the installation and servicing of heating and refrigeration systems in regards to codes.
- Conducts various tests for pressure, leaks and proper installation of fuel tanks and lines, etc., on heating and refrigeration systems such as pool heaters, building furnaces, and air conditioners.
- Prepares summary reports of inspection activities and maintains files and records of all permits issued.
- Investigates a variety of complaints regarding heating and refrigeration systems that come under the Building Division's jurisdiction.
- Prepares and issues summonses along with appearing in court to present testimony regarding code violations and complaint cases.
- Performs a variety of office tasks. Enters data, prepares correspondence, answers phones, files, schedules inspections, and other office duties.
- Maintains project status in permit processing and tracking system.
- Enforces and/or administers City adopted ordinances for health, safety, and welfare.
