The selected individual will be responsible for leading procurement efforts in support of multiple programs within the Product Support business area. In this role, you will foster relationships with suppliers, administer subcontracts in a fashion consistent with integrated supply chain models, recognizing the role and value of each participant through the acquisition life cycle from requirements generation through product delivery, product support, and payment for products and services.  You will engage in supplier performance, relationship management, and strategic sourcing as well as facilitate complex business agreements in support of the various contracts. The procurement professional will operate as the focal point interface to handle communication between Raytheon Programs and suppliers.What You Will Do Preparation and issuance of Request for Quotations/ProposalsPerform price and cost analysis and lead formal negotiations, price, delivery, scope, terms & conditions.Place subcontracts/purchase orders and associated change ordersPrepare POs and PO documentation in accordance with company directives, prime contract flow downs and company work instructions. Post-award management of POs to be handled in accordance with company directives and work instructionsIssue and conflict resolution of medium/high complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements for various subcontract types (Cost Types, Firm Fixed price, Time & Materials)Work closely with the Program and other functional groups (Operations, Quality, Engineering, etc.) to achieve objectivesNurture professional business relationships with first tier subcontractorsProvide comprehensive Supply Chain support for gate reviews.Ability to travel as requiredQualifications You Must Have Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years’ experience.Experience with DoD procurement/subcontract compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirementsExperience with proposals and understanding of all phases of sourcing, procurement execution to include price negotiation reductions and terms and conditions, completion of compliance EPAD PackagesQualifications We PreferExperience in leading formal negotiations (price, schedule, and supplier exceptions to contractual flow-down requirements, as well as standard Terms and Conditions) Previous experience with integrated supply chain, including strategic procurementExperience with supplier managementExperience with reading and understanding drawings, specifications and other engineering documents including complex SOWs, Price Cost Analysis experienceExperience with proposals from prospective suppliers and analyze cost/price, technical capability, and financial viability, conduct investigations to ensure ability to perform within cost and scheduleExperience with import/export regulations (ITAR/EAR). The salary range provided is a good faith estimate representative of all experience levels.
