It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.Description of WorkThis position is in the Federal Financial Reporting Branch of the Department of Health and Human Services (DHHS) Office of Controller at 1915 Health Services Way. This position serves as the grant accountant within the DHHS Office of Controller for the Division of Health Benefits, with primary responsibility for all federal grant accounting activities. Extensive federal grant responsibilities include drawing Federal funds, Federal expenditure reposting, various grant analyses and reconciliations. The expenditure reports are required by the Federal government and must be completed in order to continue to receive funding and avoid penalties. The accounting for and reporting of the federal grants are completed in accordance with the Office of State Controller (OSC), Office of State Budget and Management (OSBM), Governmental Accounting Standards Board (GASB) and other federal regulatory agencies. Other responsibilities include assisting with the year-end Annual Comprehensive Financial Report (ACFR) and the preparation of the Schedule of Expenditure of Federal Assistance (SEFA). This position must interpret and implement Federal regulations. This position will have heavy integration with other sections of the Office of the Controller, Division Budget Officers, and with representatives of Federal Governmental Agencies.Knowledge Skills and Abilities/Management PreferencesSalary Grade Range: $52,592.00 - $92,036.00Recruitment Range: $52,592.00 - $79,547.00Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement.The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required.
